As of Beta right now, it gives you the option to select a zone OR go to a random place.

The tooltip reads

Open a wormhole that allows the user to quickly travel to a random location in Khaz Algar.

It is slightly misleading because when you use it you have the option to either pick a random location ("carelessly leaping into it") or pick one of the four zones. It's still going to be a random location within one of these four zones, but I thought you would not have the choice. You do!

By the earlier comments, I (hope) presume we wont need to do like the DF one to fly all over the expansion to unlock the zone specific teleport, hmmm... good. If only DF ones were unlocked account-wide instead of per character.

I only tested it a few times but it seems to be random within each zone. Within the Ringing Deeps. I got near Taelloch and on top of a candle in The Warrens. HA

First time using the Isle of Dorn teleport and I have been teleported directly above the Coreway several hundred feet up in the air, plummeting to my death

10/10 would engineer again!
