I wanted to test whether these items can give you a skillup chance on items that normally don't give skillups at all. So, I bit the bullet and got 100 of these Blazing Embroidery Threads, and enough mats to craft 100 of the Cape de géomètre sur mesure. I was at 79 skill when I did this, with enough points to guarantee rank 5 cloaks each time. I cranked out all 100 and got zero skillups. So, my best guess is that these Threads will improve your chance of a skillup so long as that chance is non-zero to begin with. It won't add a chance of a skillup if you had zero chance in the first place.

That suggests that the ideal use for these Threads is with recipes that are green on skillup chance, as orange recipes are guaranteed and yellow recipes are high chance already.
