The currently announced iteration for the Elemental tier set seems pretty good for the first tier. Both effects work pretty well with a multitude of different talent choices. The

The 4 piece effect has a near permanent uptime still, even with the reduced duration. Both effects inflate the value of the cap stone talent

by quite a bit. Increasing the damage done by overloads synergizes well with the additional mastery from the 4-piece and enabling spenders to also overload benefits from both 2- and 4-set bonuses.
All things considered, this tier set will not change much about the spec, the gameplay or the DPS significantly but is just a nice little damage bonus on top. Currently I assume that it is pretty much equal to the effects given to most other specs in pure strength.

Enhancement is one of the specs that's already had its bonus completely reworked, so it needs to briefly be mentioned what the original one provided (and its issues). The original focus on

- which is a talent with high variance in impact based on your build - and cooldown reduction, something we didn't really need because of how GCD locked and active the spec is regardless of what you pick. It originally totalled a roughly 3%~ damage increase even with a build that leaned into its strengths, which shows how weak it was.
The new bonuses however are significantly better and much more flexible regardless of what talents are taken, because they focus on universal mechanics - rounding out at around 10% total gains, which is much closer to where the expectation is. The best change personally is the 2pc

opens up much more skill expression between which element you care about, and varied talent picks paired with it. While I do think complicated bonuses (which this still is) aren't really ideal for the first tier when players are adjusting, this is the closest you can get to something that works with all parts of our relatively varied toolkit.

is one that's extremely simple, fairly powerful and has no clashes with talent selections because it still provides a solid benefit with

. My only criticism is the low duration which means there might be some rotational clashes that we don't need right now as the spec settles, but that looks like it's going to be managed almost by accident with our increased focus on

spenders.
As it stands right now what's been changed is very close to the direction I was hoping for Enhancement's bonuses - something simple yet universally useful that doesn't get in the way of our talent selections. We already have a widespread number of choices, but a Tier set that sends it in one direction would ruin that, which this new change elegantly avoids.

The Restoration Shaman tier set bonus is, as promised by Blizzard, quite boring and will not change things up a lot. Both effects are very passive, and their effectiveness is maximized by pressing your

whenever there is healing to do, as you naturally do. For a first tier set after a talent overhaul, I think the design is fine. Gaining some crit whenever you need to heal via

benefits a Restoration Shaman exactly where we're good at already, and then increasing the multiplier of critical strikes from 200% to 215% leads to a cute little synergy. Increasing the multiplier means that a heal which does 100 healing crits for 215 instead of the usual 200.
Set Issues
One concern is that the 2-piece

uptime will vary between talent choices, as

has a lower cooldown than

will end up with 33%

is at 50%. That uptime is increased quite a lot by various talents (2 charges,

When you consider that you tend to overlap charges of

while you can't do that with

in general, it likely evens out somewhat. I don't believe this will be the deciding factor between picking up
폭우의 토템
or not, yet it is not ideal to have an impact on talent choice when the first set was supposed to avoid this.
Numbers
Each set bonus hovers around the 3 to 4% healing throughput increase mark at the crit rating amount we're going to have, so roughly 7% for the whole set. This is definitely on the low side when it comes to healer sets but can be easily fixed with some number adjustments on either set bonus. The

applies a crit bonus directly to our healing and damage spells, and as such you won't see it in your character information, but it is working fine. When it comes to tuning, I'd prefer if the 4-set gets increased since touching the 2-piece will offset the

balance even more.
Feedback
Aside from numbers tuning I'd like to see the 4-piece expanded to damage as well, there is no real reason for it to be only healing criticals in my opinion and it creates more motivation to pick the set up for Mythic+. The 2-piece already works on damage spells, too. With the current numbers and it not affecting damage spells I wouldn't be surprised if some people choose to forego the 4-piece in favour of better stats for Mythic+.
