Tier Set bonuses
have hit the PTR as part of the Shadowlands 9.2 Eternity's End content patch. Although currently untestable due to
PTR realms being unavailable
, our Rogue Guide Writers have provided their initial impressions on these tier bonuses, offering insight into the implementation, relative strength, and even some valuable feedback.

Our Rogue Writers, Whispyr (Assassination), JustGuy (Outlaw), and Fuu1 (Subtlety), have dissected the newly datamined tier set bonuses to give a deeper first look as to how these bonuses will likely affect their specs in Shadowlands 9.2 Eternity's End.

causes Poisons and Bleeds on your target to expire 100% faster.
The Assassination tier set feels like a step in the right direction towards a more poison/bleed based spec, however it still has some large problems.
For example, the 2 piece bonus sounds good at first, but after closer inspection isn't impactful rotationally or in terms of damage, due to both the comparative uptime on
毒刃
as well as already low bleed damage. For some quick napkin math, our
割裂
and
锁喉
(on a character with no domination shards, to make it consistent with a 9.2 character) account for roughly 15% of our overall damage.
毒刃
has a 40% uptime, and the bonus grants 25% crit. Some boring math later, it would be roughly a 10% buff to bleeds overall, which would put the power of the bonus somewhere between 1% and 2%. That, however, does not account for the interaction with the 4 piece during
宿敌
, so it could be a little higher. Very underwhelming, to say the least. I believe the set bonus should also increase the critical strike chance of
夺命药膏
during the duration. Not only would this foster the iconic gameplay of pooling into a
毒刃
window and maintaining high
毒伤
uptime during the debuff time, but it would also give
毒刃
a more defined identity, since it functions as just another debuff to maintain. It would also have stronger interactions with the 4 piece (where the poison portion of its effect is a confusing addition).
The 4 piece bonus is an
红染之刃
type effect on
宿敌
. It remains to be seen how it affects bleeds that are reapplied during
宿敌
. If reapplied bleeds also get the
红染之刃
effect, then it would change our rotation by making us recast our
割裂
and
锁喉
before the end of
宿敌
in order to get the maximum effect. The burst potential from the bonus is actually okay, but it still suffers the same fate as the two piece bonus. If the baseline bleeds don't do damage, then the bonus won't be impactful. There is, however, the interesting bit: it also causes poisons to expire 100% faster. This is a very weird addition in my opinion. The damage over time effect from
夺命药膏
is a near insignificant part of our damage in single target, accounting for between 3% and 4% of our damage. On top of that, applications of
夺命药膏
refresh the timer on the damage over time portion, which also refreshes the tick. This leads to an interesting problem where 100% faster doesn't actually correspond to twice as many ticks. We'll have to see how that works on the PTR. It should be said, however, that with the removal of
暗影窒息
and
权宜之计
corruptions from Battle for Azeroth,
红染之刃
(and by extension, the near identical effect from the 4 piece), has become the weakest talent on the tree, unable to capitalize on any niche.
In order for the tier set to be impactful for us, it either requires a considerable buff to the 2 piece, an added effect, or a re-imagining of the 4 piece bonus. While I respect the bonus as a single target focused burst niche, it does not go nearly far enough to capitalize on the concept, and provides lackluster bonuses. As an extra pain point, both of these bonuses read "Shiv's debuff" or "on your target". This makes our tier bonus completely single target, which is a heavy blow to the few Assassination rogues who have not gone Outlaw or Subtlety in Mythic+. Single target and priority damage is an important part of damage in any Mythic+ group, but quantifying that on a damage meter is very difficult, and the community perception of Assassination rogue doing low overall damage will hurt.

My first impressions for the new Outlaw tier set is excitement, but it needs a bit of numerical tuning. I really do love the idea of this set though, as there's a few potentially cute synergies and builds. This includes the extremely useless conduit
双手精通
which might actually be good if you add
剑刃乱舞
to your single target rotation. It also might make other legendaries better such as
隐秘短枪
, if they end up fixing the bugs that plague this legendary, as it will greatly increase the speed in which you get the 4 piece set bonus to proc.
绿皮船长的柳枝
seems like a no brainer with this tier set, but the issue is that the 2 set procs at effectively random times, which might cause you to waste your buffs from the legendary on

procs without
可乘之机
procs to go with it.
These numbers aren't final since it's hard to get the specific spell data off of PTR, but the 2 set seems to be around a 5% dps gain if it doesn't give combo points, but probably around 10% if it does. BUT the 4 set is less than 1%. The 4 set is not very good. There is a lot wrong with the bonus that the 4 set provides which needs to be fixed hopefully sooner, rather than later. The first issue is how infrequently this procs in the first place, on average you are getting around
only 6
more casts on an encounter. The second issue is that
正中眉心
already has upwards of 90% uptime on a boss, so the Tier set resetting the cooldown will barely increase that count. The third issue is that the procs effectively happen at random times which means the 4 set can proc while
正中眉心
only has 1-8 seconds remaining, so it's barely even refunding the cooldown. Lastly,
正中眉心
just doesn't do that much damage on average, even with the 4x crit multiplier it has. It usually crits for same damage as a
斩击
crit does.
Basically this set just doesn't proc enough and when you get the payoff, the actual payoff isn't there. My suggestions are to just make the procs much more frequent, and make it more powerful. Remove the cooldown refund and just add a flat increased damage effect on it as it will have much more synergy with how the spec works and provide better flow. Another suggestion would be to make it so each "hidden bullet loaded" causes both
正中眉心
and
手枪射击
to do increased damage to really lean into the whole gunslinger fantasy. I think this set, design wise, has loads of potential especially with a lot of overall undervalued stuff like previous bad legendaries, conduits, and potentially even a new stat priority to accommodate. Hopefully the less popular legendaries actually end up being stronger and hopefully they buff the 4 set.

The Subtlety Tier set was a surprise given that it introduces a proc based power to an other very strategic/linear specialization.
The two piece bonus
神乎其技
has a chance to proc a five second version of
暗影之刃
every time you use
暗影打击
. While this does not sound as impressive, its strength becomes visible when doing some simple calculations. A Rogue usually has 80 to 100 casts of
暗影打击
during a fight like
初诞者的卫士
. This is also the average duration you would get from the
暗影之刃
proc of the tier set given the current high proc chance. This should, at minimum, double the uptime of
暗影之刃
, resulting in increased passive damage generation and a lot of additional combo points. The additional combo point income will reduce the cooldown of
暗影之舞
due to
侵蚀之影
and will end up in a positive feedback loop where a higher uptime of
暗影之舞
will allow more casts of
暗影打击
and, as a consequence proc the two piece bonus
神乎其技
more frequently.
The four piece bonus
神乎其技
could synergize well with the two piece bonus and therefore feed further in the feedback loop. This bonus also comes with the advantage to work independent of target counts and stays relevant in AoE.
There are some notable interactions: the legendary power
阿卡丽的灵魂碎片
as well as
铁拳穿刺
will benefit from the higher amount of
暗影打击
casts produced by both bonuses and potentially get further increased by
武器掌握
. The Kyrian covenant ability
申斥回响
together with
明澈回响
can increase the amount of procs generated from the four piece bonus and
黑夜边缘
will benefit from the overall higher combo point generation. The
袖剑旋风
talent will also get more powerful in cleave and AoE situations, because it generates more four piece bonus procs.
The rotational impact of both tier set bonuses is rather small, while it increase the frequency of our main cooldown
暗影之舞
or could requires us to use a finisher earlier, it does not change the rotational details.
This means that the Tier set bonus from Subtlety looks very promising and could put the spec in a very strong position. The drawback of the set is that it mandates a very high uptime and could lead to cooldowns like
暗影之舞
feeling less impactful due to the increased frequency of use. I personally would have preferred a bonus that interacts with our main cooldowns and is not proc dependent like
Item - Rogue T21 Subtlety 2P Bonus
or something that changes our rotation similar to the azerite power
夜之复仇
.
There is also a lot of uncertainty about the implementation that requires further testing. The four piece bonus
神乎其技
does sound very familiar to
阿卡丽的灵魂碎片
in wording which could mean that the
暗影打击
casts generated from the proc could only deal damage and don't generate combo points. Furthermore, its unclear if the proc interacts with systems like
阿卡丽的灵魂碎片
,
铁拳穿刺
,
武器掌握
or applies
洞悉弱点
. The efficiency of the two piece bonus
神乎其技
will also depend on the refresh behavior of the
暗影之刃
proc. There is also the fear of tuning given that similar proc based powers did end up heavily nerfed like
Item - Rogue T21 Subtlety 4P Bonus
that went from a 10% proc chance down to 4%.
