The Igneous Flowstone Trinket in Aberrus Raid - Drop Issues for Melee Agility Specs

The Igneous Flowstone trinket from the Aberrus raid is very powerful for many melee agility specs, but they are unable to get it to drop from their vault or roll from it in raids.
Introduction
Season 2 brings with it a new raid, and with that, a new array of interesting trinkets to play with. Of particular interest this tier is
Pietra del Flusso Ignea
, an item that drops specifically for ranged DPS specs.
What is
Pietra del Flusso Ignea
and Why is it Powerful?
Pietra del Flusso Ignea
is a powerful trinket that has 2 separate effects combined into one - a critical strike bonus and a damage proc, each of which occur every 30 seconds.
Once equipped, you always start with
Bassa Marea Ignea
, which causes your next harmful spell or ranged ability to grant a critical strike buff for 12 seconds. The critical strike bonus
Furia Ignea
, when averaged out, is slightly less than that of other trinkets at similar item level, such as
Scaglia di Drago Nero Urlante
or
Essenza Cromatica Inquietante
.
As soon as you gain the buff, you also gain a separate buff,
Riflusso Mareale Igneo
which gains 1 stack per second until you have reached 30 stacks, at which point it becomes
Alta Marea Ignea
.
Once you have
Alta Marea Ignea
, your next harmful spell or ranged ability will cast
Ondata di Lava
at the target, dealing split damage amongst all nearby enemies. This damage proc is already competitive with other powerful damage trinkets such as

and

As soon as this occurs, you gain 30 stacks of
Flusso Mareale Igneo
which deplete 1 stack per second until you are back at step 1.
Note that the Flood/Ebb buffs can continue to tick out of combat, but the actual procs can only trigger if using a harmful spell while in combat.
This state is only reset to its initial value upon equipping or unequipping the trinket. Otherwise, you remain at whichever of the 4 states you were in when you last logged out. It may reset upon encounter start in raids, but it's simple to force the effect by changing between pulls.
Given that each individual effect is already within 80-90% of the value of other trinkets whether it is from stat gain or direct damage, for many specs, the effect is effectively worth close to 150% of a standard trinket as long as you are able to proc it consistently every 30 seconds.
In addition, because the effects are on a 30 second interval, with 1 minute intervals between getting the same effect, they always line up with most spec cooldowns as long as they are also on 1 minute intervals.
Why is This an Issue?
Many of the specs for which this is performing well are specs that are unable to roll for it or get it in their vault.
Currently, the trinket appears to be performing extremely well for many(possibly all) melee agility specs, both DPS and tank, as well as being a solid option for healers.
The trinket is flagged to drop only for ranged DPS specs, which means that Demon Hunters, Rogues, Monks, and Holy Paladins are unable to get it at all from their vault or roll for it in raids, so the only way to get it is to have it master looted. In addition, Feral/Guardian/Restoration Druids, Preservation Evokers, Survival Hunters, Holy/Discipline Priests, and Enhancement/Restoration Shamans must switch loot specs in order to do so.
This is problematic because it reduces the chance of acquisition significantly compared to the specs that have it on their loot tables. An additional problem from switching loot specs for the Great Vault is that you are also likely to get other gear you may not want for that spec.
While on the PTR, it also appears to have been fixed a few times to make certain abilities not proc it, making it potentially less desirable for some specs (hello Rogues), but it is still performing extremely well. In addition, some embellishments, such as
Calzari della Spina Tossica
are able to proc it as well, making it more reliable for specs that would use it.
Possible Fixes and Results
This isn't the first time that a trinket that isn't intended for a spec has been extremely good - some examples of past cases have been

, all of which had different solutions provided.
In the case of
Nucleo di Costrutto Deteriorato
, it was nerfed to reduce the proc rate for non-ranged specs, making it undesirable for melee. Personally, this would be my least favored way of fixing it, as it reduces the potential trinket pool for many specs.
For
Occhio di Skovald
, nothing was done, so the specs that wanted it such as Protection Paladin had to stack groups with ranged DPS to farm Halls of Valor and then upgrade it, while never being able to get it at maximum item level. This is also not a great solution, since it doesn't feel good needing to bring specific compositions to farm something.
Finally, with
Gemma d'Ombra del Curavuoto
, Blizzard chose to make it drop for all ranged specs as well as have the effect apply to any ability, rather than only healers. This would be my preferred solution (obviously, making it drop for anyone that can use it instead), since it allows players to get it naturally, whether through rolls or the Great Vault.
