This Wowhead endgame build guide covers the best Skills, rotation, gear, Paragon boards, Glyphs, nodes, and consumables for the Penetrating Shot Rogue in Diablo 4.
The Penetrating Shot Rogue is a ranged build heavily focused on Critical Hits and massive damage - enemies can't hurt you if they're dead. Utilizing an Imbuement-buffed to act as an AoE pack annihilator as well as a single-target devastator, this build is a simple, elegant answer to what is most fun in an ARPG: deleting enemies from existence with one click. You'll be deleting packs of mobs with a -buffed , then seamlessly swapping to to unload flashing daggers and build Combo Points to do it all again - it really is that simple.

Players looking for the safety of a ranged build coupled with sheer destructive power will feel right at home with the Penetrating Shot Rogue and will fly through high-density farming locations before you can blink.
Many ARPG players know that there is one trait that is above all others in terms of power: speed. The faster you play, the more loot you can get and the more powerful you become - so who wants to spend five minutes on one Elite? This build is designed for those speedsters to get in, get out, and keep moving. High Critical Strike Damage augments absolute screen clears, meaning if there's anything left after the bodies start hitting the floor, it won't be there for long.
The sheer simplicity of this build also leads to a streamlined farming rhythm; when you're not worried about juggling Cooldowns, Ultimate Skills, and proc chances, you'll find your zen and keep on moving. The Penetrating Shot Rogue is an incredibly powerful build that absolutely tears through the endgame, leaving corpses of minions, Elites, and Bosses in its wake. Between incredibly powerful AoE capabilities and deadly single-target bossing abilities, there's a lot to love and several perks to this particular set of Skills. There's no tradeoff between power and ease of use - even players entirely new to the Diablo franchise will have a simple time using this build all the way through Level 100.
However, nothing in life is perfect, and the Penetrating Shot Rogue has a few weaknesses. The most glaring one is this build's reliance on positional requirements to make the most of your Skills. You'll want to pierce as many enemies as possible with each attack, so only hitting one or two feels terrible in comparison. This naturally leads to slower, methodical gameplay, both for planning purposes and the Combo Point rotation.

Penetrating Shot Rogue Primary Skills and Rotation
Penetrating Shot Rogue functions on two basic principles: should be cast while Imbued with , and only when at three Combo Points. These two guiding rules encompass the broad base of the build - while you can get into the nitty-gritty about positional requirements, such as using for Crowd Control rather than positioning or debating how best to utilize , as long as you remember to keep your buffs up and count to three, you'll be a force to be reckoned with.
The rotation for Penetrating Shot Rogue is actually incredibly simple - buff up, count to three for Combo Points, release , and repeat.

While technically a Mobility Skill, should be used on Cooldown to Trap enemies in a small area. The Skill modifications we take allow to deal Cold damage, meaning we'll be inflicting Chill and Freeze - a deadly combination.
As our Key Passive, still holds a position as a powerful choice for us, even after its bugfixes. Causing massive explosion damage for optimal AoE, we're removing the need for from our build while also allowing much more freedom from the traditionally straight-line scope of .
Penetrating Shot Rogue Passive Skills
These are the best Passive Skills for the Penetrating Shot Rogue. Passive Skills can provide some of the more powerful synergies and interactions that bring a build together.

- We can have all the damage in the world, but it doesn't matter if we're dead. This Passive node gives us some much-needed close-quarters Damage Reduction, which we will gladly take. Every little bit helps when you're toe-to-toe with a demon three times your size.

- Weapon Mastery provides bonuses to equipped Weapon types on top of their inherent traits. For us, this means that Swords and Crossbows will be ideal, but the most important thing is maximizing your damage output – regardless of Weapon type, we want to use the Ranged Weapon with the highest DPS available.

- Exploit is a great damage bonus for us at the third rank, with a large increase against Healthy and Injured enemies. It allows for huge burst damage at times when it matters most - before enemies know you're there, and just before their death, when they generally become the most dangerous.

- Another great damage boost, Malice is something we'll want to utilize. We've got plenty of ways to inflict Vulnerable on our enemies - meaning we're not leaving things up to chance to get the extra damage.

- Innervation squeezes more Energy Regeneration into our build, which is sorely needed. Penetrating Shot also has an absurdly high Lucky Hit Chance, so we'll be seeing this proc decently often.

- Since our Imbuement is up almost constantly, the vast majority of our damage will be Cold-based, meaning Non-Physical. An extra boost to Lucky Hit Chance can never hurt in this situation, especially when Penetrating Shot has a high base Lucky Hit Chance to start with.

- We really like Lucky Hit Chance in our build, so we'll naturally want to sneak in more of it where we can. Five seconds is a long time, even though it doesn't seem like it - in an ARPG, that's dozens of enemies you'll mow down.

- Another critical piece of our Energy Regeneration Passives, Adrenaline Rush grants us an increased base regeneration rate while moving. We'll be moving a lot - after all, Movement Speed is super - so this comes in handy.

- No matter what we do, this Passive benefits us - at high Energy levels, we'll move faster to get from pack to pack and location to location; at low Energy levels, you're clearly in combat, so our Attack Speed rises. Whether it's fleet footwork or flashing steel, speed is king.
Best Penetrating Shot Rogue Specialization
The Specialization Class Mechanic meshes well with the naturally flexible Rogue class. Sadly, not having an Ultimate Skill in our arsenal makes Preparation useless to us, leaving us with two options instead of three. This, however, is fine - there's a clear winner with the Combo Point Specialization.
To properly utilize Combo Points, players will need to use a Basic Skill three times before unleashing . This ensures the maximum amount of damage per shot and creates a distinct rhythm to the playstyle of this build. While Inner Sight may be appealing due to the Energy-starved nature of , its upsides pale in comparison to the sheer wrecking ball that Combo Points turn our arrows into.

Best Penetrating Shot Rogue Gear
This setup represents the best gear for the Penetrating Shot Rogue. Since many of these items and Aspects are based on drops, this may take time to achieve. Alternatives are provided when applicable, but making substitutions to BiS gear can have negative consequences on performance. You will want to Imprint Legendary Aspects onto other Legendary items since Legendaries will have 3 Affixes and Rare items only have 2.

At some point when we're pushing deep into The Pit, we won't be able to mitigate the hits we're taking - they'll simply one-shot us. At that point, the best defense is not being touched at all, and what better way to do that than increasing our Dodge Chance? Not only will we be avoiding damage altogether, we'll also heal up missing health as we do it. This is an incredible level of safety for us that can't be forgotten.
Chest Armor

: Dark Shroud ranks
We're Critically Striking frequently, so this Aspect will generate shadows almost faster than we can potentially lose them. This uptime is enormous for us and provides fantastic Damage Reduction while we pump out the damage.
Gloves

: Penetrating Shot ranks
Trickshot Aspect essentially turns our incredibly powerful Penetrating Shot into a frag grenade, causing arrows carrying the effects of our Imbuement to split off on hit. Everyone gets to share in the fun, and by fun, we mean demons being slaughtered for loot.

Since we're constantly casting our Basic Skill to generate Combo Points, this Aspect is a no-brainer. We'll always have this Damage Reduction up because of this - it's completely free!
Boots

: Energy per Second
Daze is an amazing status effect for us to inflict - it allows enemies to move, but nothing else, so they can't harm you. This Aspect can buy us precious extra time to demolish enemies that are swarming us, while also boosting our damage. When things looking at us wrong in The Pit can lead to a long walk back to your corpse, every layer of defensives helps.

Increased damage is always welcome, and since we're technically dealing both Physical and Cold Damage depending on if our Skills are Imbued or not, we can have a damage increase at all times instead of waiting for an off-cycle.

We utilize our Basic and Core skills, both with sky-high Lucky Hit Chance, to trigger this Aspect constantly - we're basically Stun-locking enemies by using our normal rotation.

With the rework to Uniques starting in Season 5, this Mythic Unique once again skyrockets in value - not only are we getting massive amounts of Lucky Hit Chance from it, but we're also getting additional ranks to . Add in Attack Speed and Critical Strike Chance along with an absolutely phenomenal Unique aspect ability, and this ring can't be beaten.
Main Hand

: Vulnerable Damage
Another Aspect that capitalizes on our Combo Point Specialization, we'll be constantly buffing our Penetrating Shot while performing our standard rotation. The best buffs are the ones you don't have to go out of your way to earn - this one is baked in!
Off-Hand

: Vulnerable Damage
With our sky-high Critical Strike Chance, we'll never want for Attack Speed again. This Aspect gives us a global buff, meaning our Penetrating Shot and Caltrops can take advantage of it at the same time we'll get a buff to Puncture as well.
Ranged
Masterworking Priority
: Vulnerable Damage
This Aspect launches our damage into the stratosphere. Given that we have several ways to recoup our Energy, we should generally be casting our Skills with high or full Energy, so we should have excellent uptime on the full increased damage.
Rogue Legendary Aspects Rogue Uniques
Best Penetrating Shot Rogue Affixes and Tempers
In many cases, you will want to reroll at least one undesirable Item Affix from a piece of gear. This is not possible with Unique items; all Affixes are preset, and you can't even drag it into the Occultist's Enchant window.
Replacing any Affix at the Occultist will replace it with a normal Affix, not a Greater Affix.
These are among the best Item Affixes and Tempering Affixes for Penetrating Shot Rogue in endgame, organized by type (not all Affixes can appear on every type of gear). Remember that you can only reroll one normal Affix per item, so if you get an item with more than one undesirable or unusable Affix, you may want to reconsider using it.

Best Penetrating Shot Rogue Paragon Boards
With 225 possible points (1 at 50, 200 from leveling, 20 from Renown, and 4 from Altars of Lilith), it is possible to open all 8 class boards, but most builds use 4-5. All classes begin with their Start board, and can then choose to attach one of 8 class-specific boards. The Start board is the same for all class members and cannot be changed.
The Penetrating Shot Rogue Paragon setup uses the following Paragon boards, Glyphs, Legendary nodes, and Rare nodes:
Start Board
Exploit is an extremely strong Glyph that allows us to maximize our Vulnerable uptime on enemies, particularly Bosses that are otherwise fairly resistant to the damage multiplier. It's important that we get this Additional Bonus as soon as possible, so prioritize reaching Glyph Level 15 for Exploit.
We want every Rare node on this board - it's not often we get such a dense cluster of value for our points. Both offensive and defensive nodes are stacked in close quarters, meaning not many points are wasted on travel and much more bang for our buck in picking up each Rare node Bonus.
Tricks of the Trade
Control lets us reap dividends on our fantastic Crowd Control - whether it's Chill, Freeze, Stun, Daze, or Immobilize, our enemies will always have some kind of Crowd Control on them, meaning this Glyph's Bonus is virtually permanent.
Tricks of the Trade gives us an alternating bonus depending on whether we're using a Marksman or Cutthroat skill. As our Basic and Core Skills are both Marksman Skills and our Mobility Skills are both Cutthroat Skills, we'll frequently benefit from this Legendary node!
The Rare nodes on this board should be prioritized in this order. With this being our "crossroads" board on all sides, we're taking things in a bit of an odd order - don't try to go out of your way to grab a Rare node until you're working towards the closest Board Attachment Gate to it.
Exploit Weakness
Canny increases our Non-Physical Damage, and since virtually all of our damage will be Imbued, this is an excellent boost for us. As we meet the threshold for the Additional Bonus, we're adding an extra damage-taken debuff to our enemies - this Glyph is really hard to beat.
Exploit Weakness is absolutely worth the points required to reach it. Not only will we have good Vulnerable uptime on a single target, but we'll also have increased damage to that target, making it a deadly Boss demolisher.
The Rare nodes on this board should be prioritized in this order. The extra Vulnerable Damage against enemies is critical, and more defensives never hurt - particularly when they're right next to our Legendary node.
No Witnesses
Efficacy grants a nice boost to all Rare nodes in range, but the real prize is its Additional Bonus that ramps up the potency of our Imbuement to devastating effect.
We do not take the Legendary node on this Paragon board.
The Rare nodes on this board should be prioritized in this order. Since our Glyph boosts the effect of Rare nodes in range, we'll want to grab both of these, prioritizing Knowledge first to help activate the Additional Bonus of Efficacy. We're traveling to a lot of boards with this build, so we can't spend more points here - they're better used elsewhere, so we'll skip the rest of the Rare nodes.
Eldritch Bounty
No Glyph
For Eldritch Bounty, we recommend skipping the Glyph Socket on this board. We're only here for the Legendary node - we don't even take a Rare node here, so traveling all the way to a Glyph Socket is incredibly wasteful.
We'll be capping our Cold Resistance with no problems at all using this Legendary node, and an extra 3% Maximum Resistance is nothing to sneeze at - this is a huge boost to Damage Reduction for us, and there's a reason we come all the way down to this board to get this one node.
No Rare Nodes Taken
We're not taking any Rare nodes on this board, purely because we can more efficiently path to them on other boards. We're trying to min/max as much as possible, and the value per point is better elsewhere. We've already gotten the prize on this Paragon board.
Cunning Stratagem
No Glyph
For Cunning Stratagem, we recommend skipping the Glyph Socket on this board. We're only here for the Legendary node and one incidental Rare node that we can grab along the way - traveling all the way to a Glyph Socket is incredibly wasteful.
While we're not getting bonus damage from this Legendary node, we're still getting an amazing benefit - since Penetrating Shot gains bonus Lucky Strike Chance per Combo Point, we'll be buffing that by an additional 33%. More Lucky Strike Chance means more triggers for all of our Tempers, extra Passive Skill procs, and better overall survivability.
This Rare node is on the way to our Legendary node, and the extra Resistance to All Elements and Armor always help - it's a good pickup to snag for only one extra point, and we can't get more efficient pathing than that.
Deadly Ambush
While Ambush can only trigger off our Caltrops ability, we'll be using it constantly, so the uptime is surprisingly solid. Since the enemies caught in Caltrops will be Chilled or possibly Frozen, they'll stick around in the radius long enough for us to take advantage of that nice damage boost from the Additional Bonus on this Glyph.
Our very last Paragon Point will snag us this juicy Legendary node, putting the Critical Strike Damage icing on our Paragon board cake. For the same reason enemies will be stuck in Caltrops long enough for us to take advantage of Ambush's bonus damage, they'll be here for the Critical Strike Damage too - meaning no one is getting out of our Traps alive.
We only have enough points for one more Rare node on the way to Deadly Ambush, and Cunning squeaks out that final bit of defensiveness we can use to push the cutting-edge depths of The Pit. It's a fantastic end to a long Paragon board journey.

Best Penetrating Shot Rogue Gems and Consumables
Gems come in various qualities from Chipped to Royal. While the Gem properties do not change, the traits improve with higher quality. We only list the highest quality Gems here, but you should always socket the best Gem you can craft and equip at your level. Gems can be crafted at the Jeweler.
Best Armor Gems for Penetrating Shot Rogue
Life is the name of the game - the more we have, the more content we can do. Fully outfitting yourself in Rubies can build up your Life pool quickly, and this will let you attempt harder and harder content that would have one-shot you without the boost.
Best Weapon Gems for Penetrating Shot Rogue
While we love Critical Strike Damage for our build, boosting our Vulnerable damage is invaluable given its interaction with . The higher we can get this damage bucket, the harder our explosions hit - and the faster our screen clears.
Best Jewelry Gems for Penetrating Shot Rogue
While we recommend Royal Diamond as a default for Resistance Gems, you should always check your Resistances to see if any of them are capped (these will show up in green text - the cap is 70%). If one or two other Resistances are capped, you may consider replacing one or more of the Royal Diamonds with specific Resistance Gems such as Royal Topaz or Royal Sapphire to shore up weaknesses. If your Resistances are in good shape, check to make sure your Armor is capped at 9,230 - if not, use these slots to bring that up to the maximum level.

Best Elixirs and Incense for Penetrating Shot Rogue
Elixirs offer a wide variety of effects, along with an Experience boost of up to 8%. Elixirs can be either offensive or defensive, and a few of them are so powerful that you can only get them as drops, or you must find their recipes to craft them. Incense works both in a group and solo, increasing Stats, Resistances, or defenses for 20 minutes for all nearby players. Elixirs and Incense can be crafted at the Alchemist. We recommend using any of the following Elixirs and Incense:

These Elixirs and Incense types cover all three of these bases: and focus on Critical Strike, while and provide a boost to stats in a pinch. Round out the triad with , , , and for Survivability and you have a veritable buffet of consumables for any situation.
