Just shorten it to 5minutes and start it every hour... that sucks the most.
Those seriously are just bandaids for the real problem. Sure you can finish that weekly quest a bit sooner by picking up the parts and pushing "Yes, Chef!" but that really isn't the issue here. The issue here is still that sometimes you get fricking two tasks over the whole 15 minute period. Being there when the event started and getting your first task around the 9 minute mark is so ridiculous. And THAT is the point that Blizzard has to do something about. Right now this "community event" is just standing around and hoping to get tasks. That doesn't feel like an event, but more like a chore.
I would just wish they un-nerfed the amount of aroma you get on completing task.What is the point of adding potential of 50 extra rep on additional Legendary steps you reach (10 rep for each step after 1) when the limitations on the event and nerfs makes it just barely possible to reach Legendary (2), which it often falls short of reaching.
The last improvements were really good already. Its far more manageable now.

Get the feeling everybody complaining about not getting enough tasks are all people that are forcing themselves to do it on the first day of the week. If you leave it and do it on monday or tuesday there's usally not a lot of people and you get about 4 tasks every minute. Been doing that for weeks now and even at its most crowded during those days you still get about 8-10 tasks in a single event.
It still a terrible event but this makes it more bearable which is a low bar to set. And anyway the real issue is how much time passes between each event. It’s far too long and irregular which makes it difficult to track or fit within a single play session. Just very poorly thought out.
I've been doing this trick since the hotfixes to the soup and can get usually 4 or 5 characters done in a single soup. Makes it much faster, since you can just stand by the soup to wait for orders and keep your camera zoomed out to look for fish/fish head spawn points.
I wish there was a zone yell for when the soup event is about to start, instead of getting a yell for when its over. Kind of pointless to know when it ended
