MMR issues hotfix incoming
Blizzard Community Representative Daxxarri responded to player concerns about gaining 0 points of Current Rating following wins in arena:

We recently implemented a hotfix to address a bug that allowed Personal Ratings to exceed Matchmaking Rating. As a result, some players may notice that they do not gain or lose Personal Rating in the wake of a match. As more matches are played, these ratings will normalize and converge to the correct rating, and Personal Rating will then rise or drop accordingly.
In the meantime, we will continue to monitor the situation and make further adjustments if necessary.

As well as these changes, we've got the latest hotfixes and the new free-to-play hero set in Heroes of the Storm: We've recently implemented an often requested feature to enable cross-realm raiding for

PvP Season 15 Begins
PvP Season 15 begins today--we've got a full preview of

Blizzard has covered some of the major season changes below, but one additional change is how equipping two PvP trinkets (

) now increases resilience by 5280, up from 2600.

Before you set foot in an Arena or on a Battleground, keep in mind we’ve made a few changes this season:
Conquest gear is now Item Level 550
The Dampening debuff will be applied in 2v2 matches 5 minutes after the start of an Arena match, and games will reach a draw at 20 minutes. Dampening decreases the effectiveness of healing spells by 1% every 10 seconds.
Base Resilience is now 77% (up from 72%).

Patch 5.4.7 and Season 15 PvP Guide
Patch 5.4.7 is scheduled to go live today on Tuesday, February 18th and this mini-guide covers all the patch changes and additions.
This is mainly a PvP patch with the start of Season 15. There are also some tweaks to Timeless Isle weapons and better loot from the Celestials. There is also a bug where all Recruit-a-Friend and Scroll-of-Resurrection mounts aren't showing up for players in-game, but that should be fixed

, but after more server maintenance, that has been removed. No level 90 boosting today!
Celestials and Gear Changes
The four celestials on the

5.4.7 Official Patch Notes
Blizzard just posted the 5.4.7 official patch notes! This mini-patch is heavily-PvP focused, with changes to base resilience, Battle Fatigue, and Dampening.
Most importantly, there is a new PvP season with ilvl 550 gear. We'll have a complete look at the season's gear tomorrow when the patch goes live!

Restoration Druids now receive 50% of their PvP Power applied towards damage while the ability is active (down from 100%).
Feral and Balance Druids now receive 100% of their PvP Power applied towards healing while the ability is active (down from 120%).

5.4.7 PTR: Build 17889 Spell Changes, Character Boosts, and More
The 5.4.7 PTR was updated with minor spell changes (as usual, take them with a grain of salt unless they're in the official patch notes), and the in-game mail you receive when boosting a character to 90. Players receive a set of high-level gear, and are sent their old outdated gear in the mail.

Recent Hotfixes and 5.4.7 PTR: Build 17859 -- Spell Changes, GlueStrings, Sounds
Another small 5.4.7 PTR build is hitting test servers soon, there are datamined changes to Charge, Disrupting Shout, and Warbringer. There are also more GlueStrings talking about the Level 90 Character Upgrades for Warlords of Draenor.
In addition, there have been a few hotfixes recently for Huolon, Ordos, and the Censer of Eternal Agony.

PvP Season 14 Ending Soon
Blizzard just published a blog on the upcoming end of PvP Season 14--which could end in as little as two weeks. Past end-of-season announcements have been tied to
new major patches
, so it's reasonable to speculate that Season 14's end will be close to Patch 5.4.7's launch.
Season 15 will begin approximately a week after the end of Season 14.
As for Season 15 Prideful PvP gear, it's ilvl 550 and shares models with Season 14 PvP gear. However, the colors are swapped between factions so there's no faction-exclusive colors anymore.
For example, if you want to get the
iconic blue priest set with white Tyrael wings
, you can either spend
in Season 15 as Alliance for ilvl 522 Grievous Gear, or
in Season 15 as Horde for ilvl 550 Prideful Gear.
If you want the
black/red version instead
, in Season 15 it will cost

5.4.7 PTR Patch Notes for January 28th, Recent Hotfixes
The 5.4.7 PTR Patch Notes were updated today with some changes to Battle Fatigue and Dampening. PvP Designer Brian Holinka also

5.4.7 PTR: Purchasing Level 90 Character Boosts
The
5.4.7 PTR started last week
, and while the in-game shop didn't support Level 90 Character Upgrades on Friday, it now lets players test part of the process. The other notable addition to the PTR Blizzard Shop is the return of
Tyraels Streitross
, originally from the Diablo III Annual Pass--although it has a quite silly description, so it may be a joke.
Players can now test out most of the steps to obtaining a Level 90 Character Upgrade on the PTR.
The in-game shop has a new section: Test. From there, players have the option to select a Level 90 Character Upgrade and pay in test currency.
After making the transaction, you have the option to boost an existing character or to create a new character for Step 1.
For Step 2, you must select a specialization. Then, hit the Level Up! button.
Level 1 characters do not receive a "Veteran" bonus--but level 60+ characters receive a profession boost to their existing professions.
If you choose to upgrade a character in-game, you must log out to upgrade your character.

5.4.7 PTR Patch Notes
Blizzard just published the initial 5.4.7 PTR Patch Notes, covering the next minipatch of Mists of Pandaria. While this didn't clarify all of the
datamining we unearthed earlier
, such as level 90 character boosts, it did talk about PvP Season 15 starting and Timeless Isle weapons being ilvl 489 up from ilvl 476.
And while not included in the patch notes, the 5.4.7 PTR Pet Journal lists the

's source as Warlords of Draenor Collector's Edition.

Patch 5.4.7 PTR: WoD CE Mount and Pet, Level 90 Boosts, Season 15 PvP Gear
A new PTR build was datamined today--there are lots of new global strings, including "Your Level 90 Character Upgrade is Ready!" Blizzard posted
last week
that in the next PTR, players could test ways to boost characters to 90.
There are also strings implying you could perhaps select professions as well--"CHARACTER_UPGRADE_PROFESSION_BOOST: Level 60+ characters will also receive a skill level boost to their primary professions." We don't know anything for certain though--we'll update when the PTR is playable.
While many spell changes are tooltip fixes for old hotfixes, there's a new mount and pet--Warlords of Draenor collector edition items. The names sound similar to this picture of a flying raven teased by Blizzard a few days ago:
