Blizzard is making a small but immensely helpful change to chat reporting and user accessibility within the game by extending the
/ignore
feature to be account-wide, so that players can no longer circumvent the chat restriction by simply logging onto a different character.

Improved Chat Reporting Feedback
/ignore now blocks all characters on the ignored player’s WoW account.
Ignoring another player hides all chat messages from the offending player, including whispers, public chat messages such as /say and /yell, emotes, duel requests, in-game mail, and preventing them from matching with you in the Dungeon Finder. Currently, this function has been entirely character specific, sometimes necessitating putting several characters on ignore in order to avoid the same person, but the feature will become account-wide in Patch 9.1.5.
