Blacktalon Agents of Wrathion in Rise of Azshara

Wrathion, the enigmatic Black Dragon, has not been present in Battle for Azeroth. However, his Blacktalon Agents have been popping up in BFA, including several appearances on the 8.2 PTR. Let's review all of their locations from 8.0 and Rise of Azshara, as well as Wrathion's possible motives.

History of the Black Dragonflight
Originally the protectors of Azeroth under the leadership of Neltharion the Earth Warder, the black dragonflight became one of Azeroth's most feared threats after the whispers of N'Zoth drove the Aspect of Earth mad, forever corrupting him into Deathwing the Destroyer, Aspect of Death. Following a long line of war and bloodshed culminating Deathwing's explosive resurgence during the Cataclysm, the entire flight seemed irredeemable, until the red dragon Rheastrasza's experiments bore a glimmer of hope: a single Black Dragon egg, cleansed of the Old God's corruption. Although she
gave her life in the process
, from that egg hatched The Black Prince Wrathion, an uncorrupted son of Deathwing.
While evading the other dragonflights who would see him as another threat, he quickly realizes the madness in his kin and sets out to eliminate them in the

story, aided by the inadvertent help of the Dragon Aspects inside the Dragon Soul raid. By the end of the Cataclysm, the self proclaimed self-titled last black dragon has very nearly made it a reality, traveling the world to assassinate any others that remain, though he returned in
Mists of Pandaria
determined to save Azeroth from a vision of destruction... albeit in his own aggravatingly mysterious ways.
While some black dragons have avoided his gaze, like Sabellian's brood in Outland,
Legion
introduces us to another uncorrupted black dragon - Ebyssian, better known as the Spiritwalker Ebonhorn of the Highmountain Tauren. When the eponymous hero Huln Highmountain first banished Deathwing from the Broken Isles, he used the

to purify one of the dragon's eggs, and the grateful whelpling pledged his loyalty in

, watching over Huln's descendants and guiding the tribe from that point onward.
Following the events of
Legion
, the
Highmountain and Tauren of Kalimdor celebrate
in order to strengthen the bonds between their tribes. However, Spiritwalker Ebonhorn is tormented by Uul'gyneth, a C'Thrax agent of the Old Gods, weakening the wards placed around Highmountain just enough for the corruption to creep in. Forced to reveal his draconic form to Baine Bloodhoof while battling Uul'gyneth's forces, Ebyssian asked for his secrecy, a favor returned as Baine later requests the dragon's help in communing with the spirit of Vol'jin.
During the Battle for Azeroth, the Black Dragonflight seems to have returned in considerable numbers, scouring islands for Azerite during Island Expeditions.
Wrathion and Islands in 8.0
Looting the

from an Island Expedition with Black Dragons present takes us to Blackwing Descent. Hoping to find Wrathion, we're told by one of his guards hints that he is out searching for the Dragon Isles - islands which were originally envisioned as temples to the Old Gods during the development of Vanilla WoW. The presence of a small uncorrupted scale hints that more Black Dragons are out there for Wrathion to meet.
It's also unclear at this point if Wrathion knows the true identity of Ebyssian, as the guard notes "We have not found others of the master's kin... forthcoming in information".
<An utterly pristine black dragon scale taken from the dragons you recently encountered. The black dragonflight was completely decimated following Deathwing's demise and Wrathion's rise to power. Yet the size indicates a younger dragon. There is one person, one dragon, that you know will want to hear of this, but where IS Wrathion? You surmise he may be some place familiar, fortified, and abandoned.>

Wrathion and the Heart of Azeroth in 8.2
During the Neltharion's Lair part of the
Heart of Azeroth Essence Questline
, you can find a Blacktalon Watcher watching you in stealth. He can be found to the right of the Neltharion's Lair area, going up a ramp. As this part of the questline reveals that Spiritwalker Ebonhorn descended from the Black Dragonflight, It is safe enough to assume that Wrathion is now aware of his presence.

Wrathion and Nazjatar in 8.2
Nazjatar recently opened on the 8.2 PTR and there is a Blacktalon Watcher at 46 25, with similar dialogue as the Watcher from the Heart of Azeroth Essence quest. As the Old Gods corrupted Deathwing and the Black Dragonflight, Wrathion is likely interested in the outcome of our battle against Queen Azshara. With the strengthening in numbers of the Twilight Dragonflight, which leads to a
devastating attack
in Patch 8.2, Wrathion may also be concerned of the rise of other dragonflights associated with the Old Gods.

Wrathion's Possible Motives
Several months ago, we
speculated on Wrathion and his search for the Dragon Isles
. You should check out the full article, but here are some important parts, which are still valid in light of the Blacktalon Watcher appearances in 8.2:
Could the Dragon Isles and its ties to the Old Gods be the key to the sudden reappearance of several Dragonflights? While the primary Dragonflights are severely weakened and even left unable to reproduce after the events of Dragon Soul, the allies of the Old Gods are suddenly growing in numbers with evidence of several young dragons and a large number of Twilight eggs in Grim Batol. The Old Gods had a hand in shaping the Infinite, Black, and Twilight Dragonflights, while Nefarian created the Chromatic Dragonflight, so it stands to reason that with the current Old God emphasis, they may have found a way to aid the dragons and swell their numbers or restore some of their power. In contrast, the Red, Green, Blue, and Bronze dragonflights continue to suffer as their population dwindles.
The power of the Dragon Isles could also be harnessed to rejuvenate the ailing Dragon Aspects and their flights. This would be a convenient way to extend the life of the Dragonflights and pave the way for creative new stories - they've been an integral part of Warcraft's plot for a while, but so many are on the verge of extension.
Wrathion may also have another dragon threat on his radar--Void-empowered dragons. The power of the Void has made a return in Rise of Azshara and is first seen through the
8.2 Magni Questline
. We also datamined this menacing Void Dragon model:
This appears to be used by

, a member of the Twilight Dragonflight in the Rise of Azshara Magni Questline, making an aggressive attack against the Red Dragonflight settlement of Vermillion Redoubt. Vexiona manages to ensnare both Kalecgos and Alexstrasza, showing she is not to be trifled with. After the adventurer interferes with her crippling, the Twilight Dragon manages to escape the encounter, but not before repeatedly talking about a master. A short questline nearby,

N'Zoth shaped the creation of the Twilight Dragonflight, and it is troubling to think they are now being infused with great powers of the Void.
Wrathion has no great love for his corrupted kin, so it makes sense why he'd send agents to look for signs of non-corrupted dragons as well as keep track of Queen Azshara and N'Zoth. But it's still unclear
why
Wrathion sends observers to watch on the sidelines, instead of participating directly. Perhaps Wrathion is hesitant to meddle directly, after his plans backfired during
Mists of Pandaria
when Varian allowed the Horde to continue after the defeat of Garrosh. With his initial plan thwarted, Wrathion worked with the Infinite Dragonflight in
War Crimes
to free Garrosh and send him back to AU Draenor.
The Infinite Dragonflight has made a return in Patch 8.1.5, re-introduced in the
Tailoring Tools of the Trade
questline. Perhaps Wrathion is secretly looking to work with the Infinite Dragonflight again, a curious choice as N'Zoth created that Dragonflight as well. Regardless of his reasoning, Wrathion has a penchant for making controversial plans the Alliance and Horde disagree with, so he likely doesn't want us to know what he's planning next.
