Ion Hazzikostas is back with another developer Q&A. We'll be liveblogging all the answer from the Q&A and highlighting any important questions and answers from the stream.

Highlights
Legendaries in Patch 7.3.2 will be upgraded the same way as in Patch 7.1.5 and Patch 7.2.5, through a collection questline.
The
Legendary Tokens
will only drop for players who have earned all the legendaries for a class.

Any updates on the plans for artifact appearances post-Legion?
Nothing really has changed since they spoke about it in the
last Q&A
. To recap, once the expansion is over, they want to make sure that all appearances will be obtainable post-Legion, except for the Mage Tower and Mythic +15 appearances.
Will we still be able to use the new Druid forms after Legion
Yes!
How will upgrading our Legendaries to 1000 work when the raid releases?
The idea is the same way as upgrading your legendaries to 940 and 970.
Will legendaries become more available in 7.3.5 or in the future of Legion?
They're keeping an eye on Legendary drop rates. They know that the first couple legendaries feels essential, so they're watching it.
The
Datamined Legendary tokens
will drop
only if you earned every legendary for your class
. There are no new legendaries coming, so this will help catch your alts up faster if your main has already gotten all of them!
Any plans for balancing underperforming specs before Antorus?
Probably not. The gaps are much smaller than normal for the end of Tomb. If they would happen to balance for the end of Tomb, this wouldn't be representative of the balance in Antorus.
Are there any plans to reduce viability of old tier sets? Having 6 slots locked into tier feels bad.
They've reduced some T19 bonuses, but it's likely that many players will just use 4pc T21 and 2pc T20 and they don't like it. They opened tier to 6 slots to have more freedom for Legendaries, but that means that 4pc + 2pc has happened and they're taking it into consideration for the future.
What is the philosophy behind certain tier sets forcing a very specific playstyle (talent/ability usage)?
The first sets of the tier are generally simpler but tier sets mandating a specific build has probably gone too far.
With the success of MDI, how do you see the team expanding on M+? What about seasons?
There's always going to be points where rewards are changed or the difficulties are reworked, but M+ is here to stay.
Has the MDI given the team more insight on what classes need help with defensives and/or utility?
It's been helpful and has also shown the community what utility some underused specs and classes have. It was cool to see rogues using

, Warlocks using

or a Protection Warrior using

for specific dungeons. They want players to approach the dungeon based on the classes they have rather than wanting players to copy all the top strats.
Can we expect better mission rewards after followers are 950?
When the Antorus raid missions are released, you'll need item level 950 followers to tackle it. There was
a hotfix
to improve the rewards recently.

Yes. A hotfix should be in the works and will likely be out in a day or two!
How do you feel about PvP seasons being sync'd with patches?
It'll happen sometimes but not other times. PvP Seasons are likely always linked to new raid zones because when a raid is released the item level increases and they want PvP to have an item level increase as well. A new PvP season will likely not start when Patch 7.3.2 drops.
Will world quests be account wide in Krokuun and Mac'Aree?
They want to have as much account-wide content on Argus, but Krokuun and Mac'Aree world quests overlap with the one-time story, so you'll need to unlock those. If you're after

Will the Artifact Knowledge cap be going up again?
Artifact Knowledge
is automatically going up every week, Tuesday for NA, and AK 55 should be more than enough to reach Artifact Trait 75 for the Netherlight Crucible.
Will Nazak the Fiend ever respawn for the Prolonged Power Rank 3 Recipe?
Dearest Ion, I am curious if whether or not the Spider world boss in Suramar will ever come back. As of writing this, it has been up only once since launch and I really need rank 3 prolonged power recipe?
There's a set world boss rotation since Patch 7.3, but Ion feels there's something interesting about the few people that do have it and he wants to capture more of that. It would be interesting if players only had a subset of recipes at a time, and had to search for other recipes that you didn't have. However, a random world boss is probably not the best way to capture that.
If world bosses are to stay at their current item level, could we all get them weekly?
It's totally fine if players don't go back and kill those World Bosses. Players didn't kill Sha of Anger for the loot late in Mists of Pandaria, there was another World Boss that dropped higher level loot.
Will we see any development with the Sylvanas and Greymane storyline?
This was developed over the start of Legion and touched on in the Stormheim storyline, but there are a lot of characters in Warcraft. The last patches have been focused on banding together to assault the Broken Shore and now the Army of Light assaulting Antorus but the storyline between Sylvanas and Greymane hasn't been forgotten about.
Will the Broken Shore buildings be ever-present?
A hotfix reduced the number of supplies to create the buildings but it's unlikely that they'll be ever-present as their uptime is about the same as pre-Argus.
Why does the last boss on Mythic difficulty only drop one mount and not two like in MoP?
In MoP, there were both 10 and 25 player raids so 10 man received 1 mounts, which means that 25 raids needed to receive 2 mounts to equalize the rewards. Now with 20 man mythic, they ccan go back to 1 mount like 1 Invincible from Lich King.
Why is there so much RNG in Legion? RNG is a core concept of the game but Legion blows the roof off of it.
Randomness has always been at the core of World of Warcraft. There is excitement in unpredictable outcomes.
In Legion, RNG is in more places, but has less impact. Looking at loot, in Legion loot drops everywhere; you can get item level 900 and 915 gear from many places. If you're looking for a specific item, the impact of randomness is reduced but they also want something to strive for. If you go through a raid, it feels bad when players know there's nothing they can get that would be an upgrade. In addition, they don't like players doing old raids solely for the chance at Legendaries and are looking at systems to help change this.
Throughout the expansion though, they're been reducing the gap between large RNG outliers such as legendaries. Ion thinks that the drop chance may not be the issue if Legendaries were all utility.
Is there going to be a catchup mechanic regarding the Netherlight Crucible for alts?
The Netherlight Crucible is already account-wide, but
Artifact Knowledge
is the catch up for the
Netherlight Crucible.
Any new information about connecting servers? Some small realms are struggling again.
Yes, there was a lot of work that needed to be done because of the way the servers have changed but it's mostly done now. They recently connected some Brazilian realms.
Any updates on helping off-spec weapons?
Artifact Knowledge
will help with this. In an extreme case, if you put all your AP into one weapon, you'll probably only be about 3 traits ahead if you split your AP equally between all 3 weapons.
Do you use any external resources (WarcraftLogs, SimC) when it comes to class tuning or do you depend on your own data?
They do. They use logs, generally more than sims and compare them against their internal data. In a lot of ways, logs and sims are a lot more important than their internal balance since if logs show a class is imbalanced, but internal balancing says it is balanced, the community will think that the class is imbalanced.
They want to get to a point where the community perception is balanced, rather then their internal testing. They also want to get to a place where balancing doesn't solely rely on best/worst damage. Hypothetically if rogues were in the lower half of DPS, they would still be brought to cutting-edge progression because of their survivability especially with all the soaks in Tomb of Sargeras.
Any chance to see flying possible on Argus in 7.3.x?
No. Due to the terrain on Argus, players will not be able to fly on Argus.
How do you feel about active mitigation currently?
The lower the uptime of your active mitigation, generally the more powerful your active mitigation is. For some classes, the lack of uptime on abilities leads to more difficulty surviving and not in a good way.
Is there something that was pruned that you would want to bring back?
Mostly in the space of utility --

was brought back in 7.1. There may have been too much of a fixation on ability count rather than important abilities. There are a bunch of other abilities that they are looking at.
Can Prestige and cumulative honor be account-wide?
It's been talked about a bit in the past. When you see a high level Prestige character, you know that person has done a lot of PvP
on that character
. If you think that max prestige is always too high, that's feedback that could be discussed but they don't want to make Prestige account-wide.
