Welcome to Wowhead's guide to the Top Leveling Runewords in Diablo II: Resurrected Ladder Season 7. Runewords are special sequences of Runes, small items with special properties that can be inserted into Normal quality Socketed Chest Armor, Helms, Shields, and Weapons. These Runewords create new properties when combined that make the items equal or even superior to Unique items.
All Leveling Runewords also have their own guides, which are linked from the Runeword tooltips. Be sure to look at these guides to get recommendations on best classes, use for Mercenaries, and best base items!
For general information about Runes and Runewords in D2:R, as well as lists of all base items with their properties, please see the following guides:

Overview of Leveling Runewords in Diablo II: Resurrected Ladder Season 7
While there are over 80 Runewords in D2:R, most of them are more geared toward end-game content and thus contain harder-to-find Runes. This guide focuses on Runewords with easily accessible Runes found early on in the game, along with gear you can farm as you level.
In addition, this guide will focus on reusability -- items you can use on one character and pass down to another. While this won't work on every class and spec, since the needs of a melee tank will be different than those of a ranged DPS character, we will try to highlight those that can be passed from one alt to another.
Any Runewords showing a required character level (cLvl) over 25 require Runes not easily farmed in Normal difficulty. The most common place to farm Runes is the Countess in The Forgotten Tower, Act 1, and she only drops them through Io (cLvl 25). To get runes required for higher-level Runewords, you'll need to farm her on Nightmare difficulty. For more information about farming Runes, please see the Rune guide:

A brief reminder of Runeword rules in regard to socketed gear:

Weapon Restrictions on Runewords
By far, the Weapons category has the most Runewords - 49 out of 83. While Chest, Helm, and Shield pieces only fit into one type of armor, Weapon Runewords have specific weapon types. However, the stated
class
on the tooltip may not match the required weapon
type
for the Runeword. As is explained more indepth in the Runeword guide, you need to pay strict attention to which weapon you have and the Runeword's specific weapon requirements.
For example, a Normal Socketed scepter's tooltips states that it's in the Mace Class:
War Scepter
One-Handed Damage: 10-17
Durability: 70 of 70
Required Strength: 55
Mace Class- Very Fast Attack Speed
Socketed (4)
However, for the purposes of Runewords,
this is considered a Scepter, not a Mace.
There are some Runewords that only work in Scepters but not Maces, or vice versa. The tooltips provided in this guide will be very clear on what weapon types the Runeword in question will fit. If you have any questions what class a weapon falls under, consult the Socketed Item guides to double check.
Top Leveling Runewords in Diablo II: Resurrected Ladder Season 7
All 10 Runewords have cLvl under 30, meaning that they use Runes that are easier to find and drop more frequently. Runes impose minimum cLvl requirements based on the highest rune used in the word. This doesn't mean the items become useless at 30 -- in fact, some of these Runewords are powerful enough to work even at the highest levels, as long as the iLvl of the base gear holds. You can put these into higher-level gear; it's just that if that gear is lower level, the item's cLvl will raise to that of the Runeword. It also means that the Runes are
much
easier to find and even remake these Runewords into higher level versions later.
Inclusion in this list weighed the following properties:
There are more than these 10 sub-30 Runewords this level threshold. Many aren't mentioned because of subpar properties, limited appeal, poor access to the corrected Socketed item, or actively annoying "side effect" properties.
Top Chest Armor Leveling Runewords
You'll notice that there are only 2 choices presented here, none of which are good defensive choices. This is because armor Runewords don't really come into their own until after level 40; there just aren't great choices before that.
Stealth (Chest Armor): Primarily Casters
This armor is particularly great for casters and Dexterity focused classes. Poison resist is decent against some early bosses like Andariel, but not the strongest pick for resists. Still, it has a lot going for it, particularly early on.

Peace (Chest Armor): Physical DPS, Geared toward Amazons
Peace is a general Physical DPS armor with some interesting auto-casts, such as the chance to cast Slow Missiles when struck, and the chance to cast a level 15 Valkyrie when striking (without missing) with a melee or ranged weapon. For most players, the Level 15 Valkyrie doesn't stick around for more than a few seconds to a minute, although Amazon players have a way to get around that. There are some other middling abilities, but if you're not an Amazon, this probably isn't the most attractive choice.
When worn by Amazons with at least 1 point invested into Valkyrie at level 30, Peace gets super interesting, because there is a tricksy way to make that level 15 Valkyrie stay with you until killed instead of disappearing. At lower levels, she's an absolute killer. It's all detailed in the guide.

Top Helm Leveling Runewords
There are only 3 helm Runewords below level 30, and this is the only one worth considering. It's probably the most-recommended leveling Runeword in the entire game.
Lore (Helm): Everyone
Lore is one of the earliest items you can get with +1 to All Skills, regardless of your class. It's also one of the most universally recommended early Runewords due to the ease of putting this together, since everyone can use it. Even if you don't use it long, keep one for posterity. Your alts will be wearing it over and over again.

Top Shield Leveling Runewords
Despite having the fewest number of Runewords overall, there are two great contenders for leveling Runewords. Both use 3 Runes, but one of them has the set handed to you on a plate. The other shield is better and may become a favorite due to some killer properties, but may be harder to put together early on.
Ancient's Pledge (Shield): Everyone
This is the one case where the runes are literally handed to you, so save them for this if you're a Shield-using class. These three runes are given to you as a reward for completing the
Rescue on Mount Arreat
quest in Act V.
The high resists and defenses here are excellent. They're so good that many players will remake this Runeword on higher-level shields for Nightmare and Hell modes, since it's a cheap and efficient way to get a whole lot of resists.

Rhyme (Shield): Casters
Even if all this had on it was "Cannot Be Frozen", this shield would be a great choice for casters (not enough defense for melee characters). Combined that with 25% to All Resistances and it's a shield that can be remade later for its other properties. It's a great filler for "Cannot Be Frozen" until you get the Unique ring Raven Frost, which is universally included in end-game character builds for that property. The 25% extra Magic Find is a great bonus. As a leveling shield for casters, it's nearly unmatched.

Spirit (Shield): Paladins
There is a third Shield Runeword you could theoretically make at level 25, Spirit (TalThulOrtAmn), but it's only available for Paladins at this level. This is because it uses 4 Runes; four sockets isn't available on shields other than Paladin Shields until Hell levels.

Top Weapon Leveling Runewords
The trick with finding good leveling Runewords for weapons is not only finding ones that have a low character level requirement, but also ones that don't require 5 and 6-socket items, though most of them are much higher level anyway. There are also class-specific Runewords that you can check out with widely varying requirements, though the lowest of these is well out of the scope of this guide. If you wish to look at those, please consult the Runewords guide and search for your class name.
Steel (Axe, Mace, Sword): Melee
Although not as many weapons to choose from, these are all easily obtainable in the early game. This is also the lowest required cLvl of any Runeword in game, so it's a great early Runeword that's easy to put together. While it won't have a ton of staying power, it will be an heirloom passed on to many leveling characters for a long time to come. It has both excellent versatility and longevity, at least in terms of how many alts will end up using it.

Edge (Missile Weapons): Everyone!
READ THIS EVEN IF YOU DON'T USE MISSILE WEAPONS!
Trust us: you want one, whether you use bows or not.
The Edge bow is not only a great weapon for Bowazons, it is also one of only two items in the game that reduces vendor item prices when equipped- -- and you can get it as low as level 25.
This reduction in vendor price applies to repair prices and Gambling as well.
The Edge bow must be equipped to work (not just in inventory) but you'll see the price reduction immediately.
It's actually a BiS leveling weapon for the Summoner Druid build because of the high Thorns aura that emanates from this and extends to all the minions.
And, by the way, it's also great for Bowazons, with extra damage, 7% Life Steal, and the emanated Thorns aura. Just don't make it in an Amazon bow if you want to make only one, or else your other characters won't be able to equip it when they gamble.
Better still, make a purpose-built one to keep in your stash for all your characters to use when gambling, using a low-level normal bow such as a Short Bow with the lowest STR/DEX requirements.

Spirit (Sword): Casters
This is the Sword version of the Spirit Runeword -- same runes, different properties. The +2 to Skills alone is great, but the other abilities shine as well. This is one Runeword that's often remade many times in Nightmare and Hell difficulties, sometimes recreated several times to get the maximum 35% Cast Rate. Not only a great leveling Runeword -- it has longevity to be remade into Hell.

Strength (Several Weapons): Melee
This 2-rune weapon has a lot going for it, particularly that it's available on such a wide variety of weapons. Two-socketed Weapons can be a little tougher to find, but this is a great choice for Barbarian, Paladin, or DPS Druid, particularly with the Life Steal and Crushing Blow properties. However, the damage modifier isn't high, so make sure you're putting this into the highest-damage item you can find.
Although this says Staff and Wand, this isn't a caster weapon, so don't waste the runes.

Honor (Several Weapons): Melee
While this breaks the usual rule of preferring shorter Runewords, this is a great choice for two-handers, and all the runes are easily farmed off nightmare-level Countess. There is a great combination of skills that will work for a wide variety of classes that prefer two-handed weapons (including Staves), with a large range of weapons to choose from.

Insight (Polearm, Staff): Primarily Mercenaries
While popular among casters as a leveling weapon, it's also one of the best early Mercenary weapons for your Act 2 Mercenary when created on a Polearm (they can't use Staves). Since this is almost always made as a Mercenary weapon, this will be appealing to any character who is having issues with mana. The Meditation aura increases your mana regeneration from 575-700%, depending on how well the Meditation aura level rolls.

Great guide, Leaf RW is good for Fire Trap Assassin also, as speedrunners do use it

Great guide! One comment: you should probably update the description for Rhyme. Cannot be Frozen is a nice to have for casters since it doesn't impact cast speed (so most casters would probably use Ancient's). It is MISSION CRITICAL for melee characters and needs to be found at all costs. So the decision to use Rhyme is based on: "do you have Cannot Be Frozen?" If no, use it. I cannot imagine a scenario where how much defense it has would have any impact on that decision.
