It reduced damage caused by the target by 15 for 12 seconds
And it doesn't add a glow, but you'll have 2 little skulls flying around your weapon, much like Rockbiter (Shaman spell)

I just put this on my
Soul Harvester
for the cool green skulls - but there is no effect on the weapon at all, no purple glow, no floating green skull - nothing! :(
Update - ticketed a GM, responce was that they were unaware of this but would look into it :S

This enchant works on Heirloom weapons, I put it on the Bloodied Arcanite Reaper just for kicks.
My paladin is level 8 as of writing this and can use the enchant.

I have just finished some testing of this enchant moments ago, with two seperate weapons and attack speeds. I made some interesting discoveries.
First off, my conclusions are that this "can" be an effective enchant for a 19-29 bracket PvP player and against PVE mobs its very reliable. For high lvl players where saving 15 melee damage points is nearly useless, this curse is not good.
I was curious about many of the claims both good and bad about this so i got 2 weapons and enchanted both (needed the skill up anyway). First weapon was
Boulderfist Claymore
of the whale
, it's 2H and plenty slow at 3.5 sec. The second Weapon was
Ancestral Hammer
of intellect,
its a MH low damage but plenty fast at 1.7 sec.
Here is the data i got from killing a whole bunch of "Gordok Ogres" (maulers and shamans from lvl 52-54) as a lvl 67 holy pally with every speed and damage buff or talent turned off (gear is low 60's greens and blues mixed, nothing good, and would not effect proc rate regardless):
1) With the two handed 3.5 sword each fight took between 6-11 hits and lasted from 14 to 30 seconds. average was more like 26 sec's with the really short fights being a string of crits. here are the times from my sample string of 10- (duration of fight in seconds) 17s, 14s, 25s, 30s, 25s, 30s, 23s, 28s, 24s, 15s.
2) after skilling up my 2H sword skill to my current lvl 335 all results became much more uniform. I killed about 15-20 Ogre's before taking data from strings of 10 kills. my proc rates on my string of 10 are as follows- (# of procs per individual fight) 2, 1, 3, 1, 2, 1, 2, 2, 1, 1.
2H slow weapon observation: 3min 51sec of fighting yields 16 procs
. Even with fights only lasting 30seconds or less and avg of 9 hits in a fight, this curse never failed to proc. even outside my string of test kills, the proc was reliable and regular. since the curse is 12 seconds nearly half of every fight was under a curse and often the entire fight.
Next is the faster mace. at this point i had become better at counting both the seconds and the procs in each fight so i was able to get both data points off one final string of 10 kills:
1) With the one handed 1.7 sec mace, each fight lasted substantially longer (low dps), the shortest at 34 seconds and the longest at 50 seconds, with the avg being more like 40 seconds. Exact times were - 37s, 38s, 36s, 34s, 35s, 41s, 45s, 43s, 37s, 50s.
2)Proc rates on this same string of 10 were - 2, 3, 1, 4, 2, 0, 1, 1, 0, 1.
Observations for MH 1.7 mace: 6min 36sec of fight time yields 15 procs
. This establishes clearly that this enchant is not a "proc per minute" enchant. The phrase "will
often
inflict a curse" is likely a chance on hit % formula scaled to weapon speed. As you can see, the fights with a much faster weapon (and way more hits per fight) and nearly double the fight time, yeilded less uniform and less frequent proc results. even giving TWO zeros in a string of 10 fights.
Also, as a side observation i was checking my battle log to see what the avg drop in melee damage would be against me. I had heard that this may scale as a % of damage with higher level.... this does not appear true. i could barely discern a drop in damage at all and the 15 points was more likely.
Final conclusions
: I think this enchant is overlooked and missunderstood. i believe it would be a very reliable and cheap enchant for a lvl 19 and possibly a lvl 29 PvP'er. my battle logs in Warsong Gulch show very often that im being hit melee for 30's and 40's worth of point damage, this is wearing leathers. As shown above, a slow 2H twink sword would likely have this curse up on your attacker for over 1/2 of any fight and in the 29 bracket that is cutting over a third of melee damage, at lvl 19 it would be even greater. Also the data shows that high lvl playeres should avoid this enchant because it has a relative tiny effect at the high damage lvls. I would also suggest rogues and any caster class steer clear of this one because it has no use at distance.
While i am very confident of this data, it is still a statistically small sample so there is some room for just plain bad luck and you could get a short string of lower results. But, I think overall, this is solid.
I think more 19's should consider this enchant since the mats can be had for fairly cheap and most enchanters will have gotten this recipe as a skill up enchant so its easy to find one to do it for you.

Update: Although there is an awesome buff in the recent patch to add damage to this enchant, the answer is "Yes" i only used white damage for the above tests. All abilities that may produce an extra attack or holy damage were turned off. And as for the PPM designation, i still feel it is not this type of mechanics, although your reasoning below makes some sense.

I just tested this enchant on the PTR. It now does shadow damage in addition to the curse. Shadow damage was hitting between 45 and 55.

As of patch 3.3, in addition to the damage reduction effect it also inflicts additional damage on target when it procs:
From the patch notes:
"Enchant Weapon - Unholy: This enchantment now inflicts Shadow damage in addition to its original effect."
This should make Unholy much more viable for twinks and heirloom weps...

Definately worth getting for leveling. the extra damage is nice but when the proc is applied, most mobs hit for 1 damage until level 15ish. Makes downtime nearly nothing!

I enchanted my Hammer Of Quiet Mourning with this enchant because it was relatively cheap on the AH at the time, and I figured the damage and curse may generate a bit of threat to help with tanking on a fresh 80.
FWIW, running around some 'Classic' dungeons (achievement hunting) showed the curse hitting for a minimum of 25 and a maximum of 65 from around 400 procs. Thats in a mix of AQ20, ZF, DM, RFK, RFD.
Obviously the damage is pretty much useless, and the curse itself is pretty much useless.... so I really hope it does generate enough threat to make it useful AT ALL beyond a super-lowbie levelling enchant. In which case, the enchant will have to drop a long way before its much use (currently around 100g on Jubeithos)
EDIT: It does look pretty cool though :P
EDIT #2: Its also worth noting that attacks like Hammer Of The Righteous can put the curse on multiple targets.

I put this on my Venerable Dal'Rend sword (heirloom) for tanking while leveling. It is reasonably effective.
For example, in a regular Utgarde Keep run:
Damage per proc
: 92 procs, average 50 damage per proc, low 28, high 60. This was about 0.4% of my outgoing damage. In comparison, damage shield did 3.4% and retribution aura did 2.5% of my outgoing damage.
Proc rate:
It procced 92 times. If you count the number of mobs that you're likely to kill in this instance, there are about 93 mobs (
http://www.wowwiki.com/Utgarde_Keep_mobs
). It seems to proc from cleave as well as the new, improved revenge (3.3.3 patch - revenge hits another target), and it might be getting procs from glyphed devastate, but I'm not 100% positive. For this instance, 221 melee white damage hits, 107 revenge, 169 devastate, and 65 cleave = 562 total melee weapon hits. 92 / 542 = 16% proc rate with a 2.8 speed weapon. So the proc rate can be pretty damn good.
Damage reduction:
Reduces 15 damage from each incoming melee hit. This part is hard to judge, but suppose it reduced damage from 2 hits after each proc (sometimes more, sometimes less). 92 x 15 x 2 = 5520 less incoming damage. Total damage taken by my tank during the UK run was 392,000. So the enchant could have been a net reduction of about 1.4%. Not shabby overall, considering that much of the total damage taken was magic and not melee. If you assume that half the damage taken was magic and half melee, then the melee reduction could be about 2.8% in a lvl72 dungeon. For a cheap enchant on an heirloom weapon, that's decent.
Opinion:
For tanking multiple mobs, applying lots of curses that reduce damage is good. At lvl72, I'm tanking with 57% armor damage reduction, 13% block, and 559 block value. With those mitigation values, a flat value reduction of 15 is OK, especially against the light-hitting trash. I also have 32% avoidance (miss+dodge+parry), but flat value damage reduction doesn't help at all for avoided melee. I'm constantly hitting multiple mobs with cleave, glyphed devastate, and improved revenge in addition to white damage; I have a lot of outgoing weapon attacks and because this enchant is normalized by some ratio to weapon speed and I'm using a 2.8 speed weapon, so I'm getting a lot of enchant procs. Your mileage may vary.

Lifestealing does work on hierlooms, but after lvl 20-ish it's hardly noticeable. Also A LOT of enemies, have high shadow or general magic resistance and life stealing gets resisted a lot. I duel-wielded 2 maces of McGowen till 30-ish using lifestealing, godly before 20, started losing it's effectiveness around mid 20's, and I finally dumped it for duel crusaders at 32.
Haven't tried the new Unholy weapon yet, might stick it on my tanking sword once I get it.

I have this enchant on both my BOA staff "Dignified Headmaster's Charge" and mace "Devout Aurastone Hammer".
I share these between a Mage, Druid, Paladin, Priest and Shaman. At low lvl (1-20) i get a 30-40% proc rate. Which hits for weapon damage + 80% of weapon damage as Unholy Damage.
I have also had it proc when casting JoL then proc again on auto swing 2-3 hits later

I concur that this is a very nice enchant for an heirloom used by a leveling tank. Yes,
Crusader
will give you a heal and a sweet Str (dps/parry/etc) boost, but unholy weapon can easily proc on multiple mobs with
blade flurry
/
holy wrath
/
thunderclap
/etc, and numerous 25-50 damage shadow damage procs that also reduce damage done by 15 is quite a good deal when aoe farming/tanking at low levels, especially if you are having trouble scrounging up the mats (mainly the
righteous orbs
)/gold for Crusader.
Also another point in favor of this enchant is that it does not need you to actually hit with a weapon swing/attack to be useful, which makes it quite a handy proc against dodge heavy targets (For an example, a rogue that has popped evasion on you in a bg will be in for quite the surprised when your Thunderclap procs this along with refreshing
rend
on it!)
To sum it up, this is a great all around enchant for a boa you are going to be using for tanking and DW dpsers; while not as potent in the single target aspect, it really shines in aoe situations!

I have a gnome monk I've been leveling as tank, and I decided to try out dw swords since the gnome racial gives expertise, which is extremely hard to come by in the lower levels. I got venerable dal'rend mh, battleworn thrash blade off hand, and I wanted something that was a bit more "fun" than just 15agi x2, so I tried this since I figure it wont take long before crusader and lifestealing are worthless.
I think this will make for a fantastic tanking proc, since it procs off Dizzying Haze, Keg Smash, and Spinning Crane Kick (tested all three to be sure). I had already been pulling as many packs at a time as my healer could handle, and I imagine having physical attacks reduced by 15 when I'm getting hit by 10-15 mobs at once with a debuff that should be pretty easy to keep indefinitely should make a huge difference.
Cherry on top is the fact since all monk weapons are back mounted, dual wielding the enchant looks awesome.
edit: I should point out that having it on both weapons doesn't allow me to apply the debuff twice, it simply refreshes the debuff.

Possibly the worst best rate of all time. The enchant hascool green skulls floating around the weapon, but the best buy IMO.
As a level 28 warrior, I took three identical
weapons
from the A/H, applied
Icy
to one,
Firey
to another and
Unholy
to the last.
First off, let me state that because Icy
does not stack
with the core warrior skill
Thunder Clap
I tested all three weapons out using autoattack only. For the record, I did test this the first time Icy procc'd and can confirm that if the mob is deduffed by the weapon proc, then T-Clap
will not apply the the mob.
That aside, I tested the weapons out on a equal number of mobs the results of which were as follows:
Icy Weapon. Procs hardly ever. Approximately every five to 10 mobs if you are lucky. I have never seen this proc more than once on a same level range (2 lvls either way) mob. Proc lasts for a few seconds, and there is no damage associated with this debuff. Affects move, and attack speed.
Firey Weapon. Procs rarely. Approxiately every 2 to 4 mobs. The proc rate seems to fluxuate, and can proc multiple times on the same mob, or not at all. Debuff lasts for a few seconds, as the associated damage ticks down on the mob.
Unholy Weapon: Procs all the damed time. The proc rate is pretty much a given, proccing multiple times on the same target almost every fight. Debuff lasts for a 12 seconds, and can proc while the debuff is up refreshing it. This debuff does damage, and curses the mob lowering their damage potential.
