If it's really a one-hour duration, it seems unlikely to me that it will cost real money. Real money is a massive barrier to overcome for a game company; they generally have to offer something significant and enduring (no pun intended on the item name) to coax players to commit actual money. Asking players to essentially hand over money for every hour of boosted leveling they want seems suicidal and therefore unlikely in the extreme.
Of course, being data-mined and PTR, none of the details are concrete. And we don't even necessarily know what an "in game store" is.

We are currently exploring the possibility of adding a way for players in certain regions to make purchases directly within the game. As part of this process, elements related to this will be appearing on the PTR. We’ll provide additional updates on our plans as development progresses.
My guess would be Korean regions, since you have to pay by the hour and they've already implemented Korean-only changes like special loot ilvls for 25-player raids.

Thanks for all the feedback so far, everyone. We’re still pretty early in the exploration process, but we did want to go into more detail about our rationale for introducing an in-game store, as well as provide some insight into what you might ultimately see available there.
For players who are already interested in the in-game items we offer, such as Pet Store pets and mounts, the benefits of an in-game store are pretty clear. We think everyone would appreciate the convenience of being able to make such purchases without having to leave the game, and ultimately that’s our long-term goal for the system, though there’s quite a bit of work involved in retrofitting those existing items into the new system.
First, we’ll be testing the in-game store with some new kinds of items we’re looking into introducing (in Asian regions, at the outset) based on player feedback: specifically, an experience buff to assist with the leveling process, as well as an alternate way to acquire Lesser Charms of Good Fortune. We’ve had a lot of requests from players in different regions for convenience-oriented items such as these, and as with other new ideas we’ve introduced as WoW has evolved—including Pet Store pets, mounts, and more—your feedback plays a hugely important part in determining what we add to the game.
Ultimately it’s still too early in the process to make any final determinations about our plans, but in the meantime, we hope you’ll check out the in-game store once it’s implemented on the PTR and let us know what you think.

Its just Cross-Realm heirlooms in the form of a buff
, I don't know why people are losing their %^&*.
I'd love this so I don't have to transfer a character full of heirloom sets every time I switch servers.

I think a lot will change from this and here is a list of what I think that might be;
Elixir will be changed to Flask to continue working through death (Imagine dying within 5 minutes of buying/using it...)
It will be changed from 1 hour to 2 hours, maybe even 3 (since free in-game flasks also have 2 hours)
The time might be "Frozen" when in Ghost Mode, mostly to combat Gankers as they will be actively looking for people with these Auras (doubtful but possible on PVP realms)
The level of which this Elixir can be used will definitly change, it's currently almost pointless to use at level 85+... it will be reduced to level 1 if Blizzard wants to make money from this. (again, it's in test mode)
Blizzard does want too move to F2P because of the subscription drop and other free to play games are showing a lot of interest, this involves switching from people paying monthly to simply buying items for real money in-game.. I think a lot of people don't understand that you'll be able to play World of Warcraft for free if they change it to this system.
Also note, this system also works in Andriod/Apple Apps... Make a free to play application and then sell virtual items in-game (I'm sure you've seen the kids spending 10,000£ by accident).
This will also be very good for powerlevelers like myself too, looking forward to this.

I am seeing a lot of people that do not like this but I personally think that this will actually be a pretty nice item if it goes live for a few reasons:
-For the majority of people the "end game" content is when the game really begins.
-For people with multiple alts, it can become quite boring to do the same quests over and over or keep running the same 5 or so dungeons.
-Many players do not enjoy the leveling process (or would rather be doing end game content) and this lets you go through it faster without just buying instant level 90.
-If you enjoy the leveling process, you are not being forced to buy this, you can keep leveling at the normal rate.
NOTE: I do, however, feel like it should require a character at max level to use it so you have to go through at normal speed and experience content the first time, as well as keeping people from buying a ton to get realm/ world first achievements.

Guys, this is just speculation, but it's also pretty clear that if they've done their market research, this will not be the only potion available. It will most likely be very different from this here.
There is so, so much money to be made with 1-85 xp pots. People don't wanna roll alts anymore. Some classes people don't wanna level at all. Adding another 100% on top of heirlooms and buffs, if they stack, would mean lots and lots of profits for The Blizz.
Where I think they're wrong is the format. Potions make sense, but they aren't practical. They should take notes from Rift's F2P and expand upon it. The way it works, in Rift, is: If you buy "Patron" (premium) days, you get a bunch of abilities. This includes a trainer for classes (respecs and such) and XP/Currency/Rep buffs. Now what's interesting, is that the buffs are 40%, 2 hours long BUT they stack daily up to a maximum of 7.
Now, how I would like to see this implemented, would be the same sort of system. Cheaper because you have to pay a sub already, but a way to "unlock" those buffs for X amount of time (or permanently, per character). It's just more fun to have something replenishing for a while than realizing that clicking that potion just cost you 5$. Allow me to pay 5$, and for a month, I can have some nice buffs with this toon. Additions to the sub, when you think about it, and depending on pricing, makes a lot more sense than having to really carefully plan out when an item which costs real money should be used otherwise wasted.
Also, how about an item that triggers RAF buffs between you and a chosen friend account for X days, varying prices, and of course without the actual RAF bonuses like mounts. Now THAT I would gladly pay money for. Helps you, helps a friend, encourages friendship and group play, and more importantly: Encourages returning players. No more limits to "rushing it out" for a while after your friend starts. You can let your friend start off, get accustomed, and when he's ready? BOOM! Let's kickstart this thang!
