One person will need to use the vehicle at the top of the Foundry. Probably a melee DPS, as it shields them from flame damage, and ranged can just stay away from the flame damage.
Anyways, the Boss itself does a whilwhind type attack. It hurts. He'll activate adds throught the fight, which is what the vehicle is for. He will assign random people to be attacked by the adds, these people need to stay away from them. The vehicle needs to use it's stun and knockbacks to keep them away, and ranged DPS need to nuke the adds when they're up. The adds are slowable and easily kiteable if the person in the vehicle is slacking or you end up with too many of them. At low health he has a soft enrage. At this time if you've got good add control, people should blow CDs and focus the boss, because he hurts a lot. If adds start to become an issue you may need to switch focus and kill one or two before finishing him off.

How to beat this fight on heroic mode:
Setup:
Protection paladin (me)
Holy paladin
Hunter
Fury warrior
Shadow priest
This fight is a little bit more complicated than the previous ones.
As you ran down here you probably noticed that you can ride the reavers. That is a part of the mechanics of this fight. The reaver will be staying in the circular area down the ramp, using its abilities to kill the flame adds. Using cleave gives the reaver energy, while knockback and charge consumes energy.
The tank will tank the boss 20 yards up the ramp.
The boss has two abilities:
Harvest, an ability that makes him charge a random person, cleaving everything in his way. He will run slowly so move away from his front.
Overdrive, a whirlwind where he will run around like crazy whirlwinding for 10 seconds. Again, move away from him.
That's all, just a tank and spank fight if you watch out for those two abilities, and dont screw up on controlling the reaper.

This is for the heroic mode.
My group was just on this fight, and after four wipes we tried this strategy and managed to beat him without the group taking much damage.
The person in the reaper should be down in the center of the room. The tank will tank the boss a little beyond the base of the ramp where it meets the lower room, not actually on the ramp itself. The rest of the raid should stand a little up the ramp, and hug the wall.
The fire elementals will spawn around the core, and since everyone is on or near the ramp, the reaper person should have an easy time taking care of adds. The boss's whirlwind moves randomly in one direction and changes direction when it hits a wall, so by keeping it beyond the ramp, most of the time it will just flail around the edges of the center room. The person in the reaper should take care to not get hit. His last skill is Harvest, and targets a random person that's not in the reaper. If it targets the tank, the tank merely has to face the boss away from the ramp and move out at the end. If it's on anyone else, they should move out of the circle towards the inside of the ramp, and should be able to dodge it.
We found this way to be much easier and finished it in one shot. :)

The Prototype rotation is as simple as 1, 3, 1, 3: Swipe for 20 energy and knockback which costs 20 energy. Stuncharge can be used in case of emergency.

To those that are assigned to control the Prototype Reaper (preferably a melee DPS):
Start by spamming Reaper Strike (your first skill) on the boss until you have full Energy. When the adds start spawning, Reaper Charge them (your second skill), and do two Reaper Strikes (your first skill again). Rinse and repeat. The charge stun lasts 4 seconds, enough to keep the add stunlocked. Using this, your (ranged) DPS can just focus on the boss, as you will have no problem dealing with the adds at all.

On heroic mode, an easy way to beat this is to actually have your tank use the prototype reaper, and have a hunter pet tank the boss.
Due to the boss only having AoE damage (his version of auto-attack is a cleave), a hunter pet will only take 10% damage because of
avoidance
.
This allows you to use three damage dealers to actually kill the boss instead of just two, making it a lot quicker, and also lets the healer focus on only healing the very small amount of AoE damage people will take from overdrive and molten slags during the fight.
I am assuming this will change at some point, but as of December 12th it still works, quite well.

I'd like to add that if you're having trouble figuring out who harvest is on, look for a targeting ground effect that looks like the rocket targets during the Gunship fight from ICC.

One thing these comments have not addressed is how to handle the Foe Reaper when you have terrible DPS on the boss. I will now share advice earned under the most trying of circumstances - a night where I taught this fight to 13 different party members (1 tank, 2 healers, 10 dps) over a period of two and a half hours.
Hearken, friends, to the words of Twinsteel.
General strategy
The boss will be fought halfway up the ramp to avoid party damage from the adds. Adds will spawn at the lowest level and should be handled there due to AOE.
Robot skills:
* Immune to Fire *
1: Gain 10 Energy. Melee.15k damage.
2: Costs 40 Energy. Charge + Stun + 28k damage.
3: Costs 10 Energy. Knockback.
All skills are single target, including #3.
Reaper skills:
Overdrive
- Whirlwind, he walks around for a good distance. All avoid. (advice: all run UP the ramp)
Harvest
- Targets one player. Walks at them, cleaving on the way. Targeted player avoids. (advice: target runs DOWN the ramp, away from party)
Safety Limiter Off
- Triggers at 30% health. +100% damage to party. Good time to pop DPS cooldowns.
Add skills:
Focus
- picks a target to advance on for 8 seconds. Cannot be taunted away, though can be stunned, knocked away, or killed.
AOE fire
- doesn't hurt the Robot; does hurt everyone else. Keep away from your party.
Detailed Strategies
There are three basic ways to do this fight.
Common Themes
One DPS enters the harvest bot. (Melee is best.)
Party stands halfway down the ramp.
Tank and Robot go to the bottom.
Tank pulls boss and walks up the ramp.
The Robot stands at the bottom to handle adds.
Adds begin spawning after Reaper's first Overdrive.
Method 1. The normal way.
Robot stays at the bottom level.
An add spawns. Robot approaches, does 1,1,2.
Repeat until the add dies.
Party handles the boss halfway up the ramp, avoiding both of his skills by moving at the appropriate times.

Method 2. You brought a hunter with a tanking pet.
Robot stays at the bottom to handle all adds with 1,1,2.
Tanking pet gets and holds threat through use of misdirect and player threat mitigation skills.
Tanking pet uses Avoidance to take a fraction of the AOE damage put out by the boss. (Thanks to Cleave, that's practically everything.)
DPS as normal.

Method 3. Your DPS is terrible and keeps dropping from the party, complaining about bad tanks, bad healers, recent nerfs, and possibly the current alignment of celestial bodies in the skies above.
You need to save the day.
Robot starts at the bottom. Boss does first Overdrive; Robot kills first add.
Robot is clever and knows it can do 1,1,2 / 1,1,1,2 / 1,1,1,2 (..) to stack a little extra energy during the first kill cycle.
When the first add dies, Robot heads up the ramp, gets within range of boss, and uses skill # 2 to accelerate into the boss for 30k damage.
Robot spams 1,1,1,2 until it sees an add nearing the bottom of the ramp.
Robot uses spare energy from boss for skill # 2 and charges back down the ramp to kill the add.
Robot repeats back and forth, dividing attention, dropping wild DPS on the boss when possible.
At 30% enrage, Tank tries to drag boss up to the top platform. Robot chases boss and uses skill # 2 to zoom to him. Robot opens up with repeated 1,1,2 combinations.
Robot ignores the adds until they're up the ramp and getting very close.
Robot then turns to the nearby add and hits skill #1 to earn 10 energy. Robot does this while positioning such that the Robot's line of sight points off the ramp.
Robot --> Add --> Ramp wall
Robot uses skill # 3.
This knocks the add over the wall and down into the pit.
Add sighs and starts to climb all over again.
Robot immediately returns to boss DPS (1,1,2...).
Repeat this process as adds close in.
With practice you can even handle packs of 3-4 adds as long as you give yourself a couple of moments head start and are careful with your positioning.
Author's note:
Though it does work, I do not recommend method 3. It is the bastard child of two unwilling parents - desperation and righteous anger. Using method 3 will lead to you writing wistful autobiographic posts on WoWhead.
Spare yourself this indignity.

For Reaper Driving:

Controlling the Reaper is pretty easy once you get the hang of it. Your job is to kill the adds before they reach the targeted person who is, hopefully, far up the ramp.
You have three basic abilities: an
attack
, a
charge
and a
knockback
.
I had trouble with the charge at first because the weird pathing would sometimes shoot me far past the fire mob and he'd get to the party before I was able to catch up to him. Once he gets up to the group, even if you kill him before he kills his target, it's very easy to get behind on the other mobs. It's also necessary to be cautious to make sure you don't use the knockback to shoot the add further up the ramp towards the group, which is easy to do if you follow charge with it (since charge often puts you behind the mob). The trick for me was learning to use charge and the knockback differently.
Instead of charging him from far, I ran to the add as soon as it spawned where it spawned, spamming 1 (the basic attack). The mob would be mostly dead by the time it hit the ramp. Then, when the mob was a little bit up the ramp (5-10 yards), I would use charge
from melee range
to stun him. I would use that time to move around to the side of the mob and use the knockback to knock him over the side of the ramp. The knockback itself would sometimes kill him but usually it would at least give me enough time to get a few more attacks off because he'd have to path all the way around to the entrance of the ramp again.
Using this method, the mobs never even came remotely close to reaching the party that was towards the top of the ramp and I had a little time to spare between spawns.
FWIW, I did this as a DPSer while the other two DPS worked on the boss. The DPS loss was not an issue at all, so I don't see a real advantage to having the tank handle the reaper as some people above suggested. I'd think any advantage from having an additional DPSer would be outweighed by threat being throttled due to a nontraditional tank.

We killed him just as he did Overdrive out the door. He died and we got JP, but his corpse despawned and we got no loot. I'd advise not tanking him too close to the stairs, lest you are unlucky.

A few additional points.
FR5k's cleave cannot be blocked/dodged/parried, so if you're having difficulty with low DPS/the healer going OOM, I suggest the tank swap in an armor trinket.
Be careful not to let the boss near the door. If he comes in contact with it for any reason (Harvest, Overdrive, whatever) he will despawn and you have to start all over again.
When the boss casts Harvest he targets a random party member (the tank can be selected, but the party member in the suit cannot), does a 2-3 second channel, then targets
the place where his target was standing when the cast ended
. There'll be a little reticule on the ground like on Gunship. He then begins flaying (will get the tank with one flay if the tank didn't move), turns, and moves to the reticule, flaying anything in his path.
For this reason, I recommend
not running too far away
. If you start running when the cast starts and don't stop til he's placed the reticule, he'll have a very long flay path and you may catch any unaware players you passed. What you want to do is sort of stutter-step - get 3-5 yards away from him, stop and wait until the cast finishes, then move another 2 yards or so. This means fewer party members have to be on the ball, which in a pug is often the difference between a kill and a wipe.
However, if you can trust the group to stay out of the Harvest path, running as far away as possible can be a good strategy to allow the party ample time for bandaging/give the healer some non-casting time to regen.

Along with the tactics mentioned, if you positioned him at the top of the ramp (and no further) and your ranged around the corner they don't have to worry about line of sight at all and gives them some extra yards to run.

I did the fight by placing my voidwalker halfway up the ramp and using demon soul to pull and develop aggro. I used health funnel to heal while the healer just did dps with the rest of the group. When he casts harvest i run ahead of the other casters so there will be no one between the boss and the target. This worked pretty well.

To make it simple:
Harvesters stay downstairs and fight the adds.
Tank him in the ramp. Ranged dps stands behind the tank up the ramp.
When ever u see red text, run away!

Not sure if you knew this already, but: the Foe-Reaver 5000 is a boss that is easily tanked by hunters, even with a ferocity pet. I found this out when I did H Deadmines a few minutes ago, and everyone else in the group wiped except me and whoever was in the other robot at around 1 million hp. I feigned death and the boss immediately started attacking my pet. After misdirecting to my pet, I realized that my pet was taking very little damage. The tank called for me to reset the boss, but I was all “no i got this” and brought him down before his AoEs could get me. I remembered right after that the boss *only* has aoe abilities – his cleave, which is an aoe, the whirlwind, and the targeted aoe.

Did this for the 1st time the other day. Since no-one else was keen to drive the prototype, I (hunter) took it. After several wipes, mainly due to me losing control of the adds, I managed using the following: tank took boss to the top of the ramp (2 caster dps) and I stayed near the base of the ramp, less than a 1/4 the way up. I just waited for the adds and spammed 1 till 3 was available then used 3 to knock them back over the edge, causing damage and buying me time. They never got anywhere near the rest of the party.

This fight just got slightly more difficult. After he enrages he spawns Slags A LOT faster than before so the Prototype driver has to really be on the ball. By the end you'll probably have more adds than you can effectively kill without letting any of them reach the group. At first it seems overwhelming, but there's an easy enough strategy I used to control the adds instead of trying to kill them all:
Walk the Prototype a little ways up the ramp far enough up so the Slags still have to travel a bit, but far enough down so that you're away from the rest of the party. Stand your ground and just use
(keybind 3) to knock the Slags over the edge forcing them to come all the way back around. Instead of spamming 1-1-2 you can easily spam 1-3 to clear out groups of Slags and then perform the normal 1-1-2 rotation to kill off Slags that come at you alone.

the boss doesnt hit with normal attacks.. so its no bug or anything simply put the boss doesnt hit any singular target and hits everyone with aoe skills.
You will never dodge / block / parry aoe skills.

Tanking on this fight is a nightmare if you're stacking avoidance, since none of his attacks can be avoided.
If you can afford it, you should probably regem some Stamina, put on Stamina or Armor trinkets, and hope your healer's mana can last. Also, if you're a Warrior tank, you might need to get some Expertise and Hit, since you WILL be rage-starved for most of the fight without any rage from Shield Specialization.

Not sure if this is bugged after the 4.2 patch but multiple times we'd have slags spawn at the top of the ramp. The person dealing with the adds was telling us that the slags were occasionally evading. Then after he'd enraged adds spawn at the top of the ramp near the door. Not sure if we were doing something wrong, I've never had this problem before.

A quick tip that I found out today whilst struggling with rather low DPS: as the Reaper, you can punt the elementals off the ramp and back down to the middle. This is an excellent way to control a Reaper pile that's gone badly wrong - punt the top one off the ramp, then the next top one, and so on. They have to run right around and back up.

This thing is the reason I dislike Heroic Deadmines.
In order to fight the Thing you must have one player Control the Strawbot at the top of the Ramp and fend off the spawned mobs at the base. Its best if the others pull Him (Reaper) to the Top of the ramp and kite him up and down it.
He also has some ridicules attacks that can literally shred your team apart. When he starts to spin or chase a player while rapidly clawing about. Run. It is also mandatory to have a Melee control the Bot as any Range will help while fighting the actual boss.
For the Adds, its best to place yourself between the ramp and the floor so no mobs can slip pass you. If possible, kite the mob up the ramp then blow them off the ramp and then repeat to give some breathing room.
Its this boss that has caused a lot to end the dungeon. Kinda like the Commander from Shadowfang was to folk.

Don't bother with the vehicles, just engage the boss and he's down in about 5 seconds.
