Enchanting Tooltips Not Showing Correct Values in Dragonflight

Here at Wowhead Labs, we were puzzled by the fact that Quality , Quality , and Quality Enchants were giving our database 0 for values, but were all giving the same tooltip values in game. This didn't make sense. Here's an example:
This was the same tooltip being used by all three quality levels of
附魔戒指 - 全能之令
. This seems odd, since the materials and skills needed to produce these are quite different but they were all saying +35 Versatility. If they all give the same amount of Versatility, why have different quality levels?
The answer: they actually don't. Not only that, they all give
less
than what's stated on the tooltip. This is what they actually give when applied to a ring:
附魔戒指 - 全能之令
= +19 Versatility (55% of 35)
附魔戒指 - 全能之令
= +24 Versatility (68% of 35)
附魔戒指 - 全能之令
= +30 Versatility (85% of 35)
The actual number shows up once applied to the item, but not until then. The scaling for different quality levels made sense, but the end numbers don't -- especially the number falling short of the stated maximum.

The quality of the ring doesn't figure into the equation; we tested this on multiple rings of different iLevels and quality and came up with the same answers.
Just to see if the numbers lined up, we also tested the
附魔护腕 - 加速之令
enchant to see what this did. It also displayed +75 to Speed in the in-game tooltips:

= +41 Speed (55% of 75)
附魔护腕 - 加速之令
= +54 Speed (72% of 75)
附魔护腕 - 加速之令
= +68 Speed (90% of 75)
Since is the current maximum for Enchants (as well as most other consumables), it's disappointing that they're falling short on the stated increases. While it makes sense that different qualities would scale potency based on the quality, this seems a lot lower overall than it should be.
Put simply: the Enchanting tooltips are just plain wrong.
We did some testing on other items and it all came out the same: tooltip numbers are higher than any actual bonus given by the enchant. Other items such as new Alchemy potions scale numbers for different quality levels, but Enchanting is scaling them in practice (poorly) and not reflecting these in the tooltips until they are actually applied to the end products.
Level may play a role, but it's still not showing the correct values either way. Even a level 70 using a item will have a much lower value than they expect from the tooltip.
