Iced Phial of Corrupting Rage Bugged in Patch 10.1 - Less Damage Than Intended

In Patch 10.1, the Ice Phial of Corrupted Rage received some changes, but it's bugged and contributing less damage than intended. Until it's fixed, probably don't use this phial!
Introduction
In patch 10.1
腐化之怒冰冻瓶剂
received changes to how it would proc, disabling the critical strike bonus and applying
怒不可挡
. Previously, the phial would disable when you had received 100% of your maximum health, however, due to a bug environmental damage did not count towards this amount and the uptime of the buff was inconsistent between raid bosses and dungeons. As of patch 10.1, this has changed and all damage now counts towards
腐化之怒冰冻瓶剂
but the threshold was buffed to 400% of maximum health.
The Bug
The uptime of the
腐化之怒
buff was suspiciously low after the changes, dropping to as low as 40% to 50% on fights that previously had were closer to 70% to 80%. With a review of logs, it appears the 400% maximum health change was never implemented and
怒不可挡
will still proc after 100% of maximum health including all damage types, severely nerfing the damage value of the phial and increasing the damage it inflicts to the player by a significant amount.
