Diminishing Returns in Secondary Stat Ratings in Shadowlands

In recent builds, there have been changes to how secondary stats scale in Shadowlands Likely in an effort to fight against end-of-expansion scaling for some stats, these changes will make it harder for players to reach incredibly high secondary stats in Shadowlands in beyond. How Diminishing Returns Work in Shadowlands
Summary
In short, after reaching 25% received from gear of any secondary stat, it will now take increasingly more rating to increase another % of that stat from your gear.
This means that if you have, let's say, 40% haste without Corruption, when the pre-patch comes, you'll only have 38% haste.
Also, there's a new cap on how much of a single secondary stat you are able to obtain from gear. This cap is set to 106% right now, everything beyond that is ignored and wasted.
Detailed Explanation
In BFA, secondary stats grow linearly. This means that if you increase your haste rating by an X amount, you'll always increase your haste gained from rating by Y%, no matter how much haste gained from rating you have. In Shadowlands, Blizzard seems to be moving away from this model. adding penalties similar to
diminishing returns to Crit, Haste, Versatility, and Mastery
. Note that for Mastery, we are talking about Mastery Points instead of percentages, since every class has a different conversion of Mastery Points to Mastery%.
This penalty is as follows:

0 to 25%

You can't get more than 106% from gear rating.
These rating penalties work similarly to how progressive tax ratings work. The penalties are only applied based on the stats gained from rating. That means you won't receive any extra penalties by using

for instance. Only secondary ratings contribute here.
To illustrate how this works, let's assume 10 haste rating gives you 1% haste.
The first 250 haste rating you get will give you 25% haste, no penalties.
After that, increasing your haste to 260, will only give you 25.9%, because any haste rating beyond 25% has a 10% penalty.
This 10% penalty means you'll need 350 haste to get 34% haste, instead of needing only 340.
Increasing your haste to 360, will increase it to 34.8%, because any haste rating beyond 34% has a 20% penalty.
Below you can see the change from the new scaling, in red, to the BFA linear scale, in blue. You can see that while the red and blue lines start together, the more rating you get, the lower the red line is compared to the blue one. This will be especially felt when the pre-patch arrives. Assuming, before corruption, that you have 40% haste from your gear right now, after the pre-patch, this gear will only give you 38% haste.

Note that this limit only affects stats received from rating, so you will still get benefits from effects that give flat % increases, like

, even when maxed out at 106% haste from gear ratings.
Why tho?
While there are no official words from Blizzard, this change is clearly aimed to help Blizzard solve future scaling problems, both from Systems like Corruption and from classes overly scaling on secondaries.
These changes fight against classes that scale purely on one stat, as other stats become even more attractive the more you have one stat, as it takes less rating to earn more % on stats you are not stacking. Right now it is impossible to tell if this will be a positive or negative change in the overall scope of class balancing and gear diversity.
