Prototype Jailer Model Found in Patch 9.2 Reveals Zovaal's Origins

A new model found through datamining raises more questions than it answers, as we've found what appears to be an early Jailer model. The familiar runes and telltale socket in its chest are near identical to those of the Jailer, but the similarities end there, with the rest of the model appearing to be an incomplete prototype of the original Arbiter.
Potential Spoilers
This automaton appears to be an early prototype of the Jailer Zovaal, who turned against his duties as Arbiter of the Shadowlands.
We know that Zereth Mortis is supposed to be the workshop of the First Ones, from which all parts of the Shadowlands were created, making it very possible that this is some kind of early template of the Jailer Zovaal, who was the original Arbiter of the Shadowlands. This is an interesting theory, as we know the First Ones created the Jailer and other Covenant leaders who make up the so called Pantheon of Death.
Another theory is that this automaton is some kind of stopgap, intended to replace the Jailer but never completed - we know that the Arbiter was created to replace Zovaal after he was imprisoned in the Maw, although exactly how this was accomplished is unknown, only that his anima and sigil (the big socket in his chest) were used in the process. This seems less likely, as there's little evidence of the other covenant leaders ever visiting Zereth Mortis before the events of Patch 9.2, much less having the ability to manipulate the machines contained therein. The more interesting question is whether new Eternal Ones could be created, and whether that will play into the upcoming story, or if this is merely an easter egg intended to offer a bit of insight into the early creation of the Shadowlands.
The similarities are obvious, though their significance is still uncertain.
This does answer one question however, as to why Zovaal isn't present in the
Prototype Pantheon encounter
in the Sepulcher of the First Ones raid. The fourth raid encounter pits players against Proto versions of the four pantheon leaders, printed by Progenitors in service of the Jailer as he unlocks the secrets of Zereth Mortis. Further, it proves that Zereth Mortis contains the power to create new Eternal Ones, although there is no copy of Zovaal himself. For gameplay purposes, this is probably intended to not spoil his own raid encounter, although from a narrative point of view it raises some interesting questions.
The Prototype of War, Duty, Renewal, and Absolution featured in the Sepulcher raid aren't exact copies, and actually look even more advanced than their native versions, though they're also quite distinct from the Jailer model datamined above. The Jailer prototype also looks already destroyed, which may have something to do with why it's missing from the Pantheon encounter, or could simply be leftover from a much earlier version.
