If you don't think DPS stats are important for a tank, try doing progression raiding where you need ever bit of spare DPS you can find.
That is a fallacy that is assuming that the individual pieces of a raid exist in a vacuum. Gearing in order to increase dps as a tank, as opposed to enhance any metric relating to survivability whatsoever, is a very poor choice in the current threat design model.
The game has moved a more toward greater group/raid healing since the past, and any extra healing resources that are allocated toward a tank trying to defeat the purpose of their entire role to begin with by gearing for greater dps, are healing resources that could've been applied to keeping a real legitimate dps player alive.
Note that we're not talking about anything like avoidance vs EH here, which has to do with the specific characteristics of any given fight, but we're talking about avoidance or EH versus dps, which is comparing something which provides either guaranteed or RNG-driven damage reduction with something that provides 0 damage reduction.

Ok so you don't seem to know how Warrior threat works. I don't see how you get
Haste
being better than an avoidance stat. The only thing that would make a real threat difference would be

. Even then, if you don't have the

in your group to down something i doubt its your tanks fault. Replace your low end

affects Slower weapons much more effectively than Faster weapons, rage is also normalized between the slow and fast weapons.
White-Hit
damage is not a big factor here.
2. Rage isnt an Issue, if you aren't generating enough rage while tanking something is wrong. If your block is above 40% You are going to block a-lot. I'm not even 2/3 into
Shield Specialization
I'm 1/3 and i have no issues with rage.
3. Random or not

group could never

an entire attempt cutting there dps by 25%

If you were to

with a Prot warrior (which in

is fun as !@#$aki) You would stack stats in the following order;

Hard cap (58 if it hasn't changed) With 2
Stam
trinkets to maximize the Vengeance buff.

Oops, I left this comment earlier on the pattern when it'll be seen more on the item...
Assuming: (1) you really like mastery and (2) you're using rare gems and (3) your blue choice is stam (DKs get their absorb even on DS misses now right?) the two blue sockets equate to a choice between 10 mastery (more that you'd gain using all mastery gems and ignoring the bonus) or 40 stam (if you split the two blue slots and get the bonus).
Personally, I'll probably get two split gems and go with the stam for my warrior. My reasoning will be that I'm specing into all the health regen talents ( Impending Victory, Blood Craze, Second Wind, Field Dressing) which base off percentage of total health, so that stam will translate into reduced healing ultimately. For a smaller difference I'd have to think a little more, but for 40 vs. 10 I feel comfortable without doing the math.
As to the above discussion of using DPS pieces because parry/dodge are random, that may not properly account for how they interact with warrior mastery. Once you reach avoidance cap, every percent more of parry/dodge pushes the crit block chance higher, making for more hits reduced by 60% instead of 30%. Any strike that deals damage to you at that point will be at least a normal block, with the chance of it being a crit block your random factor. All three avoidance stats (mastery, dodge, parry) result in not only the number of attacks that deal no damage, but also increase the number of attacks that do less damage.
If you reduce incoming damage, you need less healing, less healing means possibly fewer healers, and fewer healers mean more DPS. If you can increase the number of DPS in your raid by swapping out a healer, that's going to be a lot greater increase than your warrior tank swapping in some haste gear. With even minor gains a pally healer can DPS a bit more. More significant gains could equate to a resto going balance/elemental instead and only healing during emergencies or a priest going shadow if VE is the only extra needed.

even if
it were true, the Foundations of Courage would
still
be better than the Unstoppable Destroyer's Legplates.
So let's assume that your priorities are correct: first EH, then threat stats, then random mitigation stats. Well, the single best thing you can do for your EH as a shield tank is to block cap, which effectively adds (your block value)*(number of hits) to your EH. Block capping is doable in full Firelands normal gear, so it should be the norm among raid tanking warriors in 4.3. Keeping up the block cap will therefore be your first priority.
The dodge on this legpiece contributes to CTC, while the haste on the Legplates contributes nothing to CTC. Now there are two possibilities: either
You don't have enough CTC from other gear to block cap with the haste legs. This makes the choice obvious, you take the dodge legs because they bring you closer to the cap.
or
You
do
have enough CTC from other gear to block cap with the haste legs. You might think that in this case the dodge on the Foundations of Courage would be wasted because it would only contribute random avoidance, rather than EH or threat. You would be wrong. Even after reforging the haste legs to 126 expertise you're left with 189 useless haste rating; but with all the avoidance rating that occurs on tanking gear, you'll be able to reforge avoidance into expertise not only on these legs, but also on other pieces, without losing the block cap. That's up to 300 expertise rating at no cost to EH.
Foundations of Courage are superior in overall damage reduction, but they are
also
superior in either EH or threat, depending on whether or not you can block cap without them.

These pants are the BiS for both Paladins and Warriors (for non-heroic gear). IMO the T13 (397) legs are just as good and they don't cost ~10k to make. But hey, if you have the 4 piece bonus without the legs, go for it and make these. Droping a +60 or +75 stam gem into anything is a waste IMO. I'd go with 2 +50 mastery and a +25 mastery/ +37 stamina for the best results. I am WAY over CTC on my prot paladin, so I just reforged my gear so I could expertise cap. P.S. Shield Specialization does nothing special for a geared prot warrior at 85. 1 point will do more than enough to make sure you are never rage starved.
