When you do Siesbarg mount quest the npc is no longer there. If you want the potion you're gonna have to buy it with a character that has not completed the mount quest.

For those who came here after having done the Siesbarg Mount Questline, you will not find Siesbarg but instead you will find Siesbarg's Replacement, a tool chest (?). This "thing" sells the same stuff as Siesbarg did along with the Potion of Polymorphic Translation: Nerubian.

If you had the same issue as me, which was right clicking the potion to buy it, clicking yes to redeem 33 Kej but nothing would happen then do not fear. I transfered a bit of Kej from my other alts to the character I was with at the time, which was the Siesbarg mount farmer, and then it was buyable for 33 Kej. I don't know if it mattered but here goes nothing, the amount I ended up with was 1052 Kej before I ended up buying it.
