you must be 45+, and have completed:

Corvoforte, a mansão (rogue class quest from trainer)
(20+ and learned Runa da Mistura Mortífera)
( 23+? and learned Runa do Passo Furtivo)

then re-enter a major city to get the letter to trigger this quest. (Basically all the dead drop - "C" - quests)
