Quite misleading information on wow head.
1. it roams the whole vale, not only the entrance in the south
2. it is not necessarily a water elemental. can look like a dewcollector from tanrais or fire ele, etc.
3. it is extremly easy and no group is requiered if you are lvl 25

Was in a group running all over the south half of the vale, someone decided to check and we found he had spawned in the north west part of the vale, so seems he can spawn anywhere in the vale.

Killed this one 6 times on my mage farming Charred Vale. Seems to be a guaranteed green so far.

Easier than most regular mobs there.

Seems like respawn time is 7 minutes.

Saw him spawn twice at coords 28.5 , 65

Not that there was any doubt to the contrary, but you can presumably get this at any level—some friends killed it for my level 7 shaman and it dropped it.

My trick for a restoration dual wield shaman in basic gear with basic runes at 25. weapon enchantment fix macros.

Make the 3 macros replace your normal enchant icons with the macro icons
and now if you right click it will apply the enchant to the off hand weapon even if there is an existing enchan
on there already, left click for main hand.

I did have to watch my health and heal 3 times but I have basic int/stam gear, an no advanced runes
with 2 fast daggers .

Just switch the weapon imbue according to debuff icon on mob and use appropriate shock when you are good on health,
and heal when around half or less. I did drop healing stream but like most of the time it seemed rather lack luster, you are
probably better off saving mana for imbues, shocks, and heals. I never cast lightning, no idea how well it could work when
weak to nature. Good luck and have fun. Offered other shaman to join but no one responded, so soloed.

I was able to EASILY solo at level 24. Biggest issues were getting to him through all the Harpies.
It spawned at 28, 65 as confirmed above in another comment.

Runes: Shield Mastery, Way of Earth and Molten Blast.
I had my rockbiter buff on the whole time, which wasn't ideal but worked fine.

It went from Earth to Fire to Water.

When it was a Earth Element, I used Flame Shock and Molten Blast.
When it was a Fire Element, I used Frost Shock.
When it was a Water Element, I used Earth Shock.

Will drop the rune for low level shamans if you get help killing it. I got it at level 10.

Solo'd as a leveling Level 30 Enhancement Shaman at the start of Phase 4 (fresh character so minimal gear). He is elite but only has like 800 health. I didn't have to bother with casting the spell schools that correspond to what shape he's in. I just zug'd him down like any other mob and was never in any danger. Didn't even have to heal when the fight was over. The hardest part was finding him.
