That's exact, you have to complete "Signs of the Lion" (he introductory quest to Twisting Corridor) to make Philia appear, like the others NPC, who change a little bit the state of Oribos, I checked multiple time in live.A interesting character to say, and that add to what others mortals can think about the Shadowlands.

This is so great. I loved Before the Storm. I hope that Calia, Philia Fintallas and Ol' Emma being in the Shadowlands means we'll get some kind of story development from what happened in the book. I really liked the Desolate Council. I was hoping they would have become relevant forsaken characters in the future, guess we'll see how it turns out.

Ok, how the F are these people getting to Oribos? Having death knights and paladins come through is understandable, those are battle ready people who can help on the fight against the Jailer and I'm sure Griftah has some shady contacts in the afterlife, but these are just civilians now! Can just any random old lady walk up to the mage tower in Silvermoon and be like "yeah, I'm just going to pop in the realm of the dead real quick" and not raise any eyebrows?
So civilians can just pop over for a casual visit into the realm of death now. Wonder if Oribos is going to get a gift shop installed.
