I think it's cute how Blizzard looks at posters actually bothering to come up with evidence, do a whole writeup, post videos, and the response is "nope, we checked and it's fine." Thick headed Internet posters will reply with 'durr it's their game they can do what they want' which is true of course, it's the disproportionality of responses that are so surprising. The developers seem to place far less emphasis on communicating effectively than the players who call attention to these problems.
The funny thing about this, is that there are comments on the item page from 1.9 that mention it scaling with spell damage. Multiple comments even. Neretzek, The Blood Drinker#comments
yeah, i think Blizzard got a employee handbook saying things that give paladin benefit is a bug, and things prevent paladin get benefit from it is "Not A Bug"

Implying this stance toward ret at all really changed throughout WoW.
It used to scale in 1.0.9 but not in 1.1.2. I think a lot of the item scalings got nerf batted due to some peculiar outliers, and stratholme holy water/diamond flask just stayed under the radar then(and continue to stay now, for... whatever reason?)
There was one patch in Vanilla where all kinds of gear scaled with spellpower. It was considered an error and was fixed by Blizzard. But for whatever reason, all kinds of guides list these items as BIS for spellpower users (mainly ret pallies) even though they don't work in Classic... bunch of children who never played Vanilla.

Diamond Flask was changed in patch 2.0. Some items that functioned similarly were nerfed in patch 1.7, but that patch missed Diamond Flask for some reason.Just so you know, they have an internal server and client running the original 1.12 version of WoW. When they receive bug reports, they test the bug there to see whether it was in the original game or something that was introduced with Classic. If it was in the original game, they take more of a hands-off approach, though they tend to fix things that break a core part of the game.
