Not surprised, however they shoulda just nerfed it for pvp

Good, this thing was just straight OP.
Thing was stupid good for PVP, kinda deserved. I’m not sure about it for status of PVE but PVP it was great.
Players are complaining that healing in M+ feels hard and absolutely unrewarding? Lets make their lives even more miserable! Yay!

They nerf all the options that aren't max damage and wonder why game #2 is the main play style with everyone pushing max damage instead.

I don't see why this was necessary. Just make new, cooler cloaks then.
I loved the survivability this cloak provided. After testing , there were mechanics that i was completely ignoring , knowing the cloak and passives gona save me so i can cheese more due to that , but still its gona be strong good pick for some classes especialy healers.
Seriously. Forget this.
I dont know what they are doing. Things like this just make the healing nerfs feel way worse. I have mained healer for the last 3 years and this season coming up is the first in all that time ive decided to not even bother with it. I know a few of my healer friends who feel the same. Good luck with your M+ participation Blizz....
They nerfing all the fun out of the game.
Good change, they should nerf all the bis embellishments from each patch so people would use the new stuff. Embellishments shouldn't become new SL legendaries which we equip at the start of the expansion and have item slot locked for the entire expansion. Lariat nerf was good as well.
Tbh this is a cloak for ppl that mess up alot (to get the dmg from the shield as "healing") which makes it a bad cloak if you play good. I'd take Lariat over the cloak anytime.
