Impactful Changes was changed on the 9.1 PTR to give you 25% more
Starfall damage, up from 15%. On top of that though, it puts
Starfall on a 15 second cooldown. You are not able to spend your Astral Power on
Starfall at all and it only allows you to have ~50% uptime on
Starfall. This change was likely made due to
’s moving while casting being incredibly dominant on top of
Starfall being one of the better AOE abilities in the game.
This is an incredibly impactful change and it turns
into a talent that is a damage loss on multi-target. This is due to the lockout on
Starfall and the terrible uptime it provides. If it goes live in the current state there would be almost no use for Stellar Drift in the game and you would prefer
Twin Moons in almost all multi-target situations. There needs to be further iterating on these changes as turning this talent into a damage loss is unacceptable.
Balance of All Things was changed from 40% crit decreasing by 8% per second to 24% crit decreasing by 3% per second. This means that your overall crit gained from the legendary and the general power of the legendary is decreasing as a whole. These change was likely made primarily because
Balance of All Things is one of the most impactful damage legendaries in the game and needs to be brought more in line with other options.
This change affects the burst from Night Fae
Convoke the Spirits by a considerable amount. Your damage and crit are no longer front loaded into a huge burst window, and pressing
Convoke the Spirits without
Celestial Alignment is now a lot worse. This legendary change also can affect your choice of preferred covenant in M+ as now you are less able to play for an all-in single target playstyle, but we will see how that plays out later on. Night Fae will still be preferred for raid, but may fall off for dungeons and you would prefer a different covenant/legendary combo for dungeons.
Minor Changes- New Moon Buff - The recharge time on New Moon was changed from 25 seconds recharge to 20 seconds recharge.
- Solstice Nerf - Shooting Stars now procs 200% more often once you enter eclipse when it was previously 300%.
In all honesty, I am not sure why these changes were made.
New Moon is a talent that even after these changes will not be used in any form or fashion.
Solstice goes from a talent previously used in most situations to also never used in any form or fashion.
The ramifications of these changes just push
Fury of Elune to be the best talent in this row in all situations. You don’t have to think about the choice anymore for the T50 row.
