Same ilvl from 10 to 14 definitely feels weird. There should be a 203 around there. Anyways, I'm happy that spamming 15s doesn't invalidate hc raiding anymore, something that was made even worse by titanforging. I also think Great Vault reward for 15 should be 3 ilvl lower than the mythic raid but since the Last 2 bosses drop better loot I guess it's fine.
so many mistakes how do you say "However, even though the rewards from the end-of-dungeon chest stop at Item Level 203" when there is no end of dungeon ilvl 203 in the table? as far as i remember +10 and +11 gives 204 but i have never done it.

They definitely need to fix this system for high end players. Setting ilvl for m+ so that it doesn't make hc raiding irrelevant is fine, but there needs to be a mythic equivalent. Imo 20+ keys should receive mythic quality gear. There's no reason a player pushing that difficulty of content should be relegated to less than heroic gear as a reward. Its my belief that every end game content should have a system that allows players to get the best gear doing what they want to do. Raiders have mythic raid and pvp can even get 233 gear from great vault. So why do those who m+ get shafted?
+15 should reward 217-220 ilvl, 210 is too low ...for later +20 226 or 230
Loot needs to get back to what it was. SL lootwise is a dilemma and 10 step backwards.
No matter the expansion, no matter the year - when it comes to pixel-loot rewards, players will NEVER stop whining, when the other guy gets something slightly better.

If they want that people don't over farm them for raid progress then let the heroic ilvl drop a bit later for M+ but who would have it hurt if there would drop 213 in M+?Nobody because over a short time it doesn't make a big difference but on a longer term it will.
