This item is part of a Horde-only quest for mages.
I recommend doing this quest in tandem with the <Supplying the Sepulcher> quest chain.

<Ataeric: On Arcane Curiosities> is located in The Sepulcher (Silverpine Forest) inside the tomb near the armorer <Sebastian Meloche>.
It's off to the right-hand side dead ahead, and is extremely sparkly - hard to miss!

Now that you have the book, take it to <Owen Thadd <Librarian> in the Undercity.
You can find him in the Magic Quarter, in between the Tailor & Cartography areas.

Congratulations, you will receive a <Comprehension Charm> in return for your efforts!

Side note: This book is a reference to <Archmage Ataeric>.

Both I and a quildie destroyed the book after the quest since we didnt know what it was else for.
He managed to pick the book up in the spot again but for me the book isnt there anymore and non-obtainable.
Heading to Wtlands to get the last book now instead.
