Draenor Garrison Building Level Changes in Shadowlands Pre-Patch

Warlords of Draenor is a popular leveling zone in the Shadowlands pre-patch, due to rares, treasures, bonus objectives, and Garrison perks. The Garrison itself has not changed as far as what you need to do to open different features, but the levels required to do so HAVE changed. So we've put together a guide on all the important changes to Garrison level changes in the Shadowlands pre-patch.

Quests to Open Level 1/Level 2 Garrison
How to Skip the Opening Draenor Questline
(...at least most of it).
The opening quest line for Warlords of Draenors follows Archmage Khadgar and his merry band of allies through adventures in Tanaan Jungle to fight the Iron Horde and reclaim a foothold. While this quest is fun and a pretty good source of experience, once you've been through it once or twice on alts, you may wish to skip directly to establishing your garrison and forget all the rest of it.
Thankfully, there's an easy way to skip nearly all of it.
Pick up the quest
Warlords of Draenor: Das Dunkle Portal
, either from Chromie for Chromie Time, or from the Call Board/Command Board. This will instruct you to visit the
Kampfmagierin der Vorhut
in Stormwind or Orgrimmar. In Stormwind, this NPC is found in the Mage Tower just below the portal room (49, 87), and in Orgrimmar, she is in the main Orgrimmar portal room (57.6, 88.6).
Talk to the
Kampfmagierin der Vorhut
to get a free ride to Blasted Lands.
Once you are in Blasted Lands,
abandon
the quest
Warlords of Draenor: Das Dunkle Portal
. If it's in your quest log, this will not work.
Now run to the Dark Portal, but instead of stopping to talk to Khadgar, run through the masses of Iron Horde and straight into the portal.
You will appear in Frostfire Ridge (Horde) or Shadowmoon Valley (Alliance), right before you start opening your garrison. Mission accomplished!
Why not the Timeless Isle skip?
The usual way to bypass the Draenor entry quest line was with a skip using a chair in a cave off the Timeless Isle in Pandaria, interacting with a Grim Campfire. Now, this no longer works for lower level characters at all.
This no longer works for characters under level 30. Now, when you click the Grim Campfire in the cave, you get a message that it requires level 30 to use.
The Timeless Isle cave takes a great deal longer to get to than using the Draenor quest entry method, and dumps you in a far less convenient spot (the upper right section of Gorgrond). The quest skip puts you where you would come out of the Tanaan Jungle quest line, right near where you will build your garrison in Shadowmoon Valley or Frostfire Ridge.
New Level Requirements to Open Garrison Features and Outposts
Different levels of the garrison have always had some level requirements, either hard requirements or a requirement to open a specific outpost first. Pre-Patch Shadowlands after the squish is no different, except that any level requirements squished along with everything else. (Upgrading buildings to Level 3 sometimes have other requirements to fulfill, but these are not covered here because they were not affected by Shadowlands Pre-Patch).
Levels to Standard Level-Restricted Buildings
Four standard buildings -- the Mine, Fishing Shack, Herb Garden, and Menagerie -- have hard level restrictions associated with them. There isn't any way to speed this up or change this requirement.

Level Requirements for Level 1 Salvage Yard and Shipyard
The only Level 1 blueprints you don't learn from the book of blueprints you receive as you open your garrison are the Salvage Yard and Shipyard (you also don't learn the level 1 Barracks through the blueprint vendor, but you learn these from your opening quests).

Level Requirements for Garrison Levels 2 and Buildings
There is no specific level requirement to open your Garrison Level 2 (the quest

is level restricted to 10), but there are some quests you need to complete before this opens to you. Consult the Guide to Garrisons linked above if you have questions about what needs to happen.
Purchasing Level 2 Building blueprints have either hard level requirements or an alternate requirement to open up a zone outpost, which can be completed 5 levels sooner than the hard level requirement.
Standard Buildings
(Mine, Fishing Shack, Herb Garden, and Menagerie, Shipyard) have no Level 2 hard level requirement or outpost requirement.
Small Buildings
(all Profession Buildings, Storehouse, Salvage Yard) require either level 30 or opening the Talador Outpost (level 20).
Medium Buildings
(Barn, Gladiator's Sanctum, Inn/Tavern, Lumber Mill, Mage Tower/Spirit Lodge, Trading Post) require either level 35 or opening the Spires of Arak outpost (level 30).
Large Buildings
(Barracks, Dwarven Bunker/War Mill, Gnomish/Goblin Gearworks, Stables) require either level 40 or opening the Nagrand outpost (level 35).
Level Requirement for Garrison Level 3
At level 40, you will receive the quest
