Are Season 2 Mythic+ Keys Capped After Recent Tuning? - Dratnos and Tettles Discuss

This week's GG WoW video focuses on discussion around whether the
recent patch's balance history
has led to keys being 'capped' at the levels they were done at during the first 2 weeks of 10.1.5. Though Dratnos and Tettles both agree that no, keys have not been 'capped' with the exception of maybe some of the very highest Neltharus runs, there is still some interesting discussion to be had.
For the very highest levels of keys, it is certainly possible to imagine a world in which nerfs of a greater size came out, perhaps over a longer time period, that took a comp like the current dominant comp down by a few key levels rather than the fractions of a key level that has happened over the past two weeks. In that world, even if most players were still operating well below their ceiling, it would definitely be a downside if it felt like playing as well as last week led to worse results this week, which is part of the reason we so rarely see changes to make the game harder mid-patch, and when they do happen with things like Zskarn there's large backlash.
Dratnos proposes that further nerfs to some or all of Guardian, Holy Paladin, Fire Mage, Augmentation, and Shadow are probably a good idea for Mythic plus and are worth doing this season, but should come with a nerf to monster health and damage in M+ to alleviate the issue of players feeling like they'd been "capped". This would have the side effect of helping out teams that weren't using the nerfed specs, but this help is effectively what already happened to those teams when they were released or updated in 10.1.5 to be as strong as they are, so he feels that should not be seen as a huge drawback of the plan.
Neltharus chains
are also worth discussing, as there's been a lot of discourse about how that keystone has been capped, but very few pulls that were commonly done even by the highest end teams were affected by the change. Though a very small group of players were Weyrnstone snapping mobs into chains, this strategy was most likely to show up in TGP weekends and maybe become more common over time in live and had yet to really take off, so most pulls that existed in Neltharus should be about the same, with the exception of one pull that will take a little longer.
