If you're coming to this quest after having played through another race's starting area, it doesn't seem that you can get this quest... or indeed any of the rest of this quest line. :(

I went to Teldrassil to do some of these quests with my 29 worgen (for some quick rep gains) only to find I was locked out of this whole chain.

Yea, Night Elf only, whole step backwards on Blizzard's part.

A shame the questline is only doable by non-deathknight night elves, especially noting how and are part of a much longer questline narrating the story of Teldrassil and its cursed founding.
