I got this quest as Alliance, but not found the Shard is yet, not even after killed the 'Umbrance the Spiritspeaker' at the very deep end of the cave.

Don't go in the cave, he's up the mountain (50,63)

Shade of the Spiritspeaker is his name.
He rolls "Arcane rollers" down the frozen waterfall, which knock you back and do some damage.

Go up into the mountains on the westside of the frozen waterfall. While moving up on the waterfall avoid the arcane bubbles.

You cant climb up the first bit of the waterfall, something I spent 10 minutes trying to do! You need to go back out and round (to the right of the waterfall) and you can climb up the middle part of the waterfall to the shade of the spiritspeaker.

How-To:

Start at the questgiver. (46.9 , 53.8)
Go south to the beginning of the path that leads to the waterfall. (47.0 , 58.7)
Continue straight until you get to three trees. This is the frozen waterfall. (49.3 , 60.0)
Follow the waterfall up for a few yards, then turn left when you see the lighter-looking ice. (49.9 , 60.9)
Make sure to avoid the Rolante Arcanos; they will push you back.
Keep going up the waterfall. The quest target, Vulto do Médium, is at the top. (50.7 , 63.6)
Kill him, loot Estilhaço do Médium, and return to Kelek Guardacéus. (46.9 , 53.8)

Even with the above comments, I still had trouble. Guess it was my blond roots! I had to go way far to the right of the waterfall, through a broken wall and the arches. There is a lantern there, marking the path. It's an easy climb after that!

If you go east of the waterfall, there's a spot in the cliff you can walk up. This saves the first, annoying part of the quest.

My problem wasn't finding it, it's more like how do I kill this spirit looking beast!
I'm at least at a level 51 and I've already died twice ... like REALLY!

Confirmed. Entering from the east saves you all the trouble with bubbles. :)

In addition to not being able to climb up the waterfall, you can also get stuck behind it. It happened to be and I had to hearth out ... to Tanaris and fly back. In short, do not try climbing the waterfall.

Like the quest says, he's sitting on the frozen Waterfall, exactly at 50.63..

I've done this quest several times and tried to go via different routes. Facing the frozen waterfall, one way to reach him is to the right and the other is to the left. Following the instruction on the quest actually seems easier and less confusing.

"Take the path to the upper ruins..."
which is at (48.1, 59.0). Zoom out your camera and you will see one ruin up on the hill. Then, the path the frozen waterfall created will be right to its left. The accessing point is roughly (49.1, 59.7). I will also upload some screenshots.
