This quest becomes available while you do the quest "I am the law and I am the lash" which is given to you by General Thorg'izog. Abuse of Power is the "beginning" of the quest chain needed to get the Tiny Flamefly pet but in reality you must start many steps prior. The actual beginning of the chain that allows you to take Abuse of Power is at John J. Keeshan, at (17.28, 52.04) Flamestar Post in Burning Steppes. You must do all the quests available at Flamestar, then move with Keeshan to Chiselgrip and do all the quests there, which will finally send you to talk to Thorg'izog. The entire chain took me a couple of very enjoyable hours at level 80.

Also - this area is a miner's paradise! In the time I spent on these quests I gained over 80 mithril and 10 gold ore as a nice bonus to my flamefly.

Guide to Burning Steppes quests:

Optional breadcrumbs:

Do anytime before leaving to Chiselgrip:

Keeshan is back with either:
Burning Vengeance if you did the Redridge chain or Burning Vengeance if you did not.

Scrapped Golems (leads to Golem Training)

Main chain continues:

A Perfect Costume (4 versions) Read the quest carefully. What creature disguise do you need?
---> Orc (given to Humans and Dwarves): 2 Hides, 4 muds, 2 thread
---> Goblin (given to Gnomes): 1 hide, 3 mud, 4 thread
---> Troll (given to Night Elves): 3 Hides, 2 mud, 1 thread
---> Ogre (given to Draenei and Worgen): 4 Hide, 1 Mud, 3 thread

Then:

Look in your quest log -- Strategic Cuts has silently appeared
The Kodocaller's Horn
Taking the Horn for Ourselves
Until Blizzard fixes it, when you turn in this quest, you will get a failed quest sound
with "You don't meet the requirements for that quest". Don't panic.

Don't drop your disguise to do this, just club them to death with the cudgel you get to do . They will even count towards the 20.

what if you get killed by them while trying to cudgel them to death? no disguise, cant finish quest :(

I did this at level 61, and even then I found it pretty hard. If you die then DO NOT return to your body. You have to take the rez sickness because you will be out of your disguise. You will find another disguise in your bags. Because of rez sickness the cudgel will do less damage and you will probably die again, so put the disguise on again and wait 10 minutes. Then you can try again. I found the next quests very easy, and Golem Training was fun.

Strangely enough, the Cudgel's effect is increased through Master of Subtlety.

You can kill the sergeants while mounted. Just get in close and spam the Cudgel key.

I've tried to kill the sergents, but the Cudgel does minimal damage and I keep getting demasked. Am I missing something here?
