I think the area you find him in "The Cape of Lost Hope" is a reference to the Cape of good Hope in Cape Town, South Africa...http://en.wikipedia.org/wiki/Cape_of_Good_Hope

For those complaining about "bad taste," keep in mind that in some cases, Blizzard is required to gain some sort of likeness rights, and I'm positive that by now, either Discovery Channel or the family of Phil Harris would have contacted Blizzard by now to have this character removed, if they had felt this to be in poor taste or shedding negative light on Phil. That being said, try not to get so upset over such things and just enjoy the game.

I would also like to point out that aside from name (and I guess if you count the fact he's "undead") there is no other connection to the late captain. He doesn't seem to say anything and the quest text, when you pick it up and turn it in, doesn't make any reference to the show or the man except for the fact you must kill the in-game character, so I do not believe that Blizzard intended on making a mockery of his name.

I think, this quest is another rare cataclysm quest.
Because, i can't find this quest last 13 days.

I'd just like to mention that this may have also been a reference to the Police Academy movies before the captain of the fishing boat died. In the original Police Academy movie, he is a Lt. In the subsequent movies in which he appears, he has somehow been promoted to Capt. His first name is Thaddeus, so it would be Capt. T. Harris. The P for Phil could have been a last minute change to honor the guy from Deadliest Catch.

honestly, i just wish that the quest would come up so i can complete it. and if you are so concerned over this ask a blue, dont complain here. im sure there are so many unknown, even to blizz, name relations in wow. they arent known cause the people arent famous or in the news. hell, i have seen 2 npc names like that. one is myself and one is a very good friend. does anyone say anything. NOPE cause they dont care. moving on guys.

[You have been tasked with killing Captain P. Harris at the Cape of Lost Hope. The Cape of Lost Hope can be found northwest of here, along the coast. Just look for the shipwrecks.]

[The Cape of Lost Hope has been a sore in our side for weeks here on Tol Barad. Half of our supply ships end up on the rocks down there.

To make matters worse, it's been overrun by a gang of undead sailors. We have tried thinning the ranks, but they just seem to keep coming back. Our last resort is to try and take out the captain that they report to. You should be able to find him on a ship, just off the shoreline.

Oh, and I hope you are not too scared of sharks.]
