I am sad to say this, but if You find the skull first, it gives You the next-in-chain quest and You can't take this one :( That's not nice of Blizz.. Somehow Valoren didn't give me this q when I was killing naga in the ruins, so I found skull and thus missed this q forever :((

Where you turn this quest is small skull, I missed it first time but its in the bottom of ocean in the ruins.

Guide to Vashj'ir Shimmering Expanse Alliance quests:

The Vashj'ir quests start in Stormwind with Call of Duty.
The immediate pre-requisite for these quests is Across the great Divide which starts in Kelp'thar Forest .

The Vashj'ir quests conclude in the Abyssal Depths

the trick to getting this quest is to complete the following quests first:

Swift Approach
Caught Off-Guard
An Occupation of Time
A Better Vantage

and possibly:

Piece of the Past

after handing in these quests ..... voila. You can now accept this breadcromb quest.
