Simple quest, from where you meet Lieutenant Emry you head along the beach until you see some wooden pikes in the ground and a giant stormwind banner. That's the point, just get next to it and that part is done. The Banner is at 77.5 65.2

This quest chain is the one which opens the portal to and from Stormwind, which makes it a must complete for everyone levelling here.
And you may as well do landgrab at the same time, as they're both in the same place (not sure if they are both needed to progress or not, I did both anyway).

Please note that in order for Lieutenant Emry to give you the starting quest chain of "Scouting the Shore", you MUST have previously done the quest chain that starts with "Hero's Call: Twilight Highlands" which you pick up at the Hero Board in Stormwind. The first quest the Hero Board takes you to is in SW called "My Son, the Prince".

For the Hero Board, there are about a dozen more quests you do in the chain until you finally get the quest that "ports (flies)" you to Twilight Highlands.

THEN, once you have been ported to Twilight Highlands (Highbank area) you have to do the starting quests in this area too until you finally are sent to Emry which opens up "Scouting the Shore".

Easy quest. Didn't even flag for PvP (if your faction has control of the beach already).
The Alliance did for me. Simply flew over to the flag, completed the quest without being flagged for PvP, came back and turned it in.

This quest is needed to continue questing in the Twilight Highlands. Once done, you'll get the "Bird down! Bird down!" quest.

Getting credit for this quest has been an ordeal. The GMs were clueless, as is the quest description. Just what, exactly, constitutes "scouting"?

The first time that I received the quest, the banner on the pole encircled by palings was for the Alliance. The circle was otherwise empty -- which, in retrospect, might have been the source of the problem. My PC landed the griffin there, then returned to Lt. Emery but he just asked "How's it going out there?". The Quest Log did not show the quest as "(Complete)" but the line in the description stated that the beachead had been "scouted".

The second time that I returned, abandoned the quest, then received if from Lt. Emery again, the banner had changed to the Horde. Four Horde NPCs were inside the circle of palings. No matter what I did -- without fighting the Horde NPCs -- nothing worked. I didn't want to fight the NPCs just to complete the quest, basically because I don't trust Dave “Fargo” Kosak (the lead quest designer for World of Warcraft).

As it happens, a friend recently completed the quest. They told me that they could pull each of the four Horde NPCs from the circle of palings around the banner, to fight and kill them individually. Then they went into the circle and "turned" the banner (it's not clear as to what they actually did to "turn" it), returned to Lt. Emery, and received credit for the quest.

So I returned again for the third time. The banner was for the Alliance, and, unlike previously, three or four Alliance NPCs were in the circle. One was fighting a Horde NPC. My PC landed the griffin inside the circle, dismounted, and killed the Horde NPC. Then my PC returned to Lt. Emery, and received credit for completing the quest.

Aside from why it worked under those circumstances, it is also unclear whether my PC has been "flagged for PvP". If so, then what are the consequences?

[Scout the Beach Head Control Point on the Twilight Shore. You don't need to capture it, but doing so will give your side a combat advantage and flag you for PvP.]
