Its not the Feralas Sentinel on the ledge, if you move further up onto the top section and move onto the bridge, he will spawn in. I kept waiting for the other one to talk , hope this saves some time for others.

The Sentinel will spawn in as soon as you step on the bridge going to Darkcloud Pinnacle. It is the same Feralas Sentinel that starts the Alliance versions of the Grimtotem chain, which starts with this quest.

If you have Haunted Memento in your inventory, the Quest Giver. Will constantly spawn and despawn. Nothing game breaking, but yet another bug from this item.
