The flame is located directly infront of the highborne quest giver, it's a blue aura.

When you put out the flame, two level 11-12 spirits will spawn and yell "How dare you disturb our last link to this world?"

When you accept the quest, the quest giver says:

Be sure to stop by the bridges southeast of town. You should be able to secure a nightsaber to get you down to the ruins.

However, I can find no way to obtain a nightsaber for a free ride. Anyone else? The most obvious thing would be the nearby Sentinel Lendra, but she just has a message that says "Hail to the night!" without any options.

Amusingly, at the ruins themselves there is an NPC who will offer you a ride back to town.

When you go up the hill east of the questgiver, at the top immediately turn right. It's in the ruin.

This may sound silly, but how do you extinguish the flame? I don't have anything in my inventory, and cannot interact with the blue flame in any way.

To answer my own question, I was at the wrong blue fire. If anyone else makes the same mistake, the fire down in the hollow is not it...it's the one up on the hill above it towards the road.

To prevent anyone making the same mistake as I did, do not try to stomp out the nearby campfire xD

It's blue and glowy, and the cogwheel appears to extinguish it when you find the correct flame. It's quite close to the Nightsaber Rider.

Take the nightsaber that is SOUTH / EAST (there are two nightsaber rides in same general vacinity) of town - it's the one that says to "Bashal' Aran".
Once Cats stops, get off. there is a ramp right in front of you.
Go up ramp, its to your right.
A level 10 ghost woman & level 11 spirit attacked once flame was extinguished.
Hope this helps solve any issues you have!

If you talk to the Nightsaber Rider at 51,22 by the bridge, she'll put you on a cat that will take you to Bashal'Aran. Much better than running there! :-)
