I think Sco said it best on Allcast a month or so ago. There's no viable reasoning to raid on Alliance. They have no racials worth swapping to for any PvE sitaution.And that statement amplified further when Blizzard downgraded all the racials to 1% and 2%s now there's even less reason to roll Alliance. Faction imbalance is purely a Blizzard made and sustained problem.

Maybe this is why I'm not a raider and why I'm a roleplayer, but the idea of swapping faction willy nilly and changing races for passives and one ability seems ludicrous. Horde from day 1 and no change to passives or abilities will change that for me.
This is a snowball effect. Since more and more raiders realize that players are moving to the Horde side because they have better racials, they too will then change faction so that they are all on the same side, making it easier to recruit raiders and join raiding guilds.
The only way to fix faction balance is something like:* Make all racials purely cosmetic (it's impossible to balance active troll berserk vs passive stat gains)* In addition, offer temporarily free or greatly reduced cost for swapping horde => alliance.But of course, something like that would cost Activision some amount of $$$, so we can't have that sadly.

unbalanced its a word that its specific for blizzard company after wotlk expansion..not just faction are unbalanced gameplay in pvp..and a lot more things
Alliance were always the ones with the best pvp racials and horde had the best pve. However, Horde dominate both anyway. I think it's simply down to there being far more horde players now than alliance, for a multitude of reasons.
Which ones? The method guys: all horde. Jak, Sloot Naguura? Also Horde. Also once faction balance is noticable in Heroic completions, you can't really talk about it "only affecteing the top 1%" anymore

Not only racials influence faction balance. Horde got a headstart when warfront was released: They were able to farm gear without ilv restriction and they were also able to do Arathi rares one additional time. They were (and still are) one warfront period ahead.In first few weeks (at least on EU) horde was also favoritized by emissary rewards: They were able to get 340 ilv weapon and other pieces of gear (which was pretty decent at that time) and aliance got 3 times a row 700g reward.And don´t forget warmode (hordemode) problems + add those 340 ilv weapons and gear from warfronts/emissary. Yeah it was certainly better to begin raiding as horde, you could get ilv advantage or decent gear with less/no effort at all.Now take a look at minor, but for some players important things: mounts, toys… Who is getting more/better rewards?If I weren´t happy in my aliance guild, I would be horde already.
Can easily fix the racial imbalance by just giving the mirror race the racial of the other. I.e. Draenei and Blood Elf would both have Gift of the Naaru and Arcane Torrent (Blessing of Belore and Light Torrent). Players would then decide which race to choose based on the passive increase best suited for the class instead, which shouldn't make too big of difference in game play between the two factions.
Just a thought, what if you combined all racials into a massive bank, and then let any race choose from 3 of them? Like how PvP talents work?
