very nice tanking ring good for when your trying to get def capped for heroics although there are better rings such as https://www.cuckhead.com/cata/item=43306 which drops from gun'drak.

the ring is a disappointment as a reward for a level 77 quest considering this is a reward from a level 74 quest.

The OP's point isn't that this ring is bad and shouldn't be worn, but that the stats are disappointing because you can get a nearly identical ring three levels earlier. In fact, you can get a very similar ring (Kurzel's Warband -1 str, -2 stam, -6 def, +5 dodge) from a DTK quest at level 72. There is one quest for HoL and two for UP that reward ilvl 187 items. I would expect quests from the Oculus to also give ilvl 187 items, but I wouldn't expect blizzard to change that now.

Back to rings: The Staunch Signet isn't that hard to get, despite being from an Oculus quest (you only need to kill the first boss). It's a decent ring, but you can get by without it so you shouldn't go out of your way to get an Oculus group. The Solid Platinum Band and any other tanking ring (like Signet of Arachnathid Command from AN) will be fine for running heroics. Once you're doing heroics you can easily upgrade to Clutch of Fortification, so if you have one crappy ring it isn't a huge deal.
