This item is sent to the player's mailbox once s/he turns in . This is the letter from Theresa Barkskin that accompanies the locket.

"I found this locket in the igneous Depths, near the lava's edge. It is not mine, and I know that it does not belong to either of the Arch Druids. Perhaps it belonged to one of the fire druids.

No matter who its owner, I have no use for it. Please, take it as a small token of our appreciation for all you've done for us."

When I did this quest it said I did not meet the requirements for it and removed the item from my inventory, has anyone else had this problem?

As of 7/18: This quests bugged out for me today on live when I turned it in. I was unable to get the next part of the chain. Currently have an open ticket to get it fixed.

Today (7/18/2011) I was able to complete Filling the Moonwell and in the mail received the Smoke-Stained Locket. Upon turning this in to Rabine Saturna I got the message "You don't meet the requirements for that quest" so I am not sure if it is currently bugged or you need to turn in all of the 125 marks to continue the quest. I currently have a ticket it as well and will reply with their response.

I had the same issue as those of you describing it. 'You do not meet the requirement for this quest.'

However, after waiting one day on a ticket,one of my friends told me that after going through the 'Dire Maul' dialogue that the NPC has available they were given the next step of the Smoke-Stained Locket questline.

I went to Moonglade, the quest was not available. I went through the dialogue with Rabine Saturna, and the quest, 'Unlocking the Secrets Within' was available.

TLDR:
Before you turn in the Smoke-Stained Locket, go through the 'Dire Maul' dialogue with the NPC and you should have no issues

Ah ha, When you hand in the locket you will get this:

You receive item: .
Quest accepted: A Smoke-Stained Locket
Reputation with Guild increased by 43.
You don't meet the requirements for that quest
A Smoke-Stained Locket completed.
Received 8 Gold, 27 Silver.

Then speak with Rabine Saturna again and go throught his speech bubble at the bottom. Keep clicking and it will start

I think part where you talk to him only works if you haven't done his Dire Maul questline yet. If you have completed it, he won't or hasn't yet for my Druid (I should say) give you the next quest till you have a GM fix it.

Not working for me at all. Unlocked the moonwell, handed in the locket and was slapped with the "you do not meet the requirements!" that everyone else is having. Tried speaking to him but am only getting the "Don't listen to the hearts of the world - the answers lie within. You know the truth." comment from him and nothing else.

Waited around for half an hour and nothing has popped up yet. Time to bug a GM it seems.

Myself, along with another player who'd been standing there for 30 mins or so after receiving the "You do not meet the requirements" message were able to access the quest once a nearby player clicked the chat bubble. None of us were grouped. If you have done the DM quests, it seems you're SOL unless someone who hasn't comes along and speaks to the NPC so you can piggy back along on the mini-event.

I also had the same problem. After reading the comments above, I logged on to my husbands account and sent his druid out to moonglade. Sure enough, after having his toon go through the chat dialogues, the quest could be resumed.

So if you are having problems, find a friend/guild mate that hasn't quested much and summon them to you (if you can) to talk to the npc

If you're willing to lose 25 rep from the Cenarion Circle, killing him will fix it.

Unfortunately, this has not been fixed and as of right now, I have no idea what this 'Dire Maul' dialogue is, however despite having not done it or heard of it until now, the dialogue is still unavailable, just the "Don't listen to the hearts of the world - the answer lies within. You know the truth." and nothing more.

The 4.2 dailies / quests are actually "epic"...in terms of bugs.

Still waiting for someone else to turn it in so I can move on to the next part. =(

Couldn't find an alt who was on the right part of the Dire Maul quest chain. (EDIT: Until the end of Wrath, Rabine Saturna gave players a short quest chain, but only after they had entered Dire Maul at least once. Players who had done so could then speak to him and go through some gossip after which he would offer this quest. On alts created post-Cataclysm, and alts which never did any of his quests or the original Dire Maul quest chain in Feralas, I had no problems. It was only on characters which had completed all of the obsolete quests that I had issues.)

So...

One-shotted Rabine Saturna. Jumped in the lake and swam for it to get away from the guards. Waited 5 minutes. Came back. He respawned with the nice yellow ! and off I went on the next quest.

BTW, you do this by going in your Reputation tab, (press U) select Cenarion Circle and check "At War." You can then attack Rabine Saturna. Remember to clear At War once you're out of combat; otherwise you will end up attacking him again instead of taking the quest.

Also note that when you do this, you will be flagged for PvP. Not that Moonglade is a big world PvP hotspot, (that would be Molten Front) but you might want to be aware of your surroundings before you go in, especially on a carebear server where the opposing faction can ambush flagged players.

I got the annoying "you don't meet the requirements" bug too, with no chat dialogue options or whatever, waited for some 5-10min or so, no luck.
I, however, got random instance soon after, and after the instance, the guy offered me the quest.

Never found this mythical "Dire Maul dialogue".

I can confirm Error10's post above. Please consider rating it positively, so that it is easier for people to find, until Blizz fixes the bug.

It was only a 5 minute wait for the respawn (literally).

Turned quest in to Rabine Saturna.

Yada Yada...you do not meet requirements.

He did not have the next quest or was I able to start the Dire Maul dialogue that others mention.

2 players came by, interacted with him and no quest or dialogue either time.

As others suggested checked "At War" and killed him and his 3 guards. (If you want to not lose 500 rep for killing the guards, be careful when attacking the NPC)

~6 minutes later he respawned with quest.

Bugged even for me, exactly like many of you described.

I'm exalted with 999 with both cenarion circle and expedition, so I was afraid to lose 25 rep, but then I said: I can grind it back again.

Killed the bugged quest giver, ran away in the water to skip to kill the guardians, came back, and after 5 mins here was the quest giver with the exclamation mark stating a new quest.

I'll have to farm 10 encrypted twilight texts and turn them in in silithus to get to exalted 999 again with cenarion circle, lol.

Hi all - have read this thread and the same happened to me BUT it was because the NPC was neutral to me so I went down to sithilis and killed a few twilight guys and got my rep to friendly with cenarion circle and that sorted it out.

This must be fixed. Rabine Saturna had a question mark when I flew in. She had no chat bubble and no conversation starting line.
I completed the quest and picked up the next quest. Unlocking the Secrets, completed that with her after a short cut scene. Then picked up the next quest in the chain 'Tragedy and Family' in Ashenvale.

This has evidently been fixed. After giving up I decided to go trying to kill the guy and it worked, I didn't have to kill him. January 6, 2012 2:36PM CDST USA

[This locket has a few small leaf-shaped carvings etched into its face, but any other details have been rubbed away with time, or burned away with fire. It appears to be druidic in nature.

Most druids pass through Moonglade during their training. If anybody can help you decipher where this locket came from, it would be Rabine Saturna of Nighthaven.]
