It does, indeed, count towards .. However, I was stuck at 57/60 - now 58/60 - and found that, supposidly, there was supposed to be quest prior to this one .. I sadly did not find this quest upon first meeting Salfa.. Instead, only this quest - Winterfall Activity - was available.
I speculate, but more precisely 'assume', that this is because:
A. I already had met Donova and finished her quest chain prior to talking to Salfa.. or
B. Completed something pre-'The Shattering' that caused to be unavailable - and also not count towards .

So note to those achieving you may consider speaking to Salfa prior to first talking to Donova.

This quest appears bugged. I was working on this in tandem with Threat of the Winterfall, and the mobs stopped dropping the beads after I had gathered 7 (I believe). The tooltip no longer gave the quest progress, and dropping the quest, deleting the beads and getting the quest again gives no results.

I think it happened when I completed Threat of the Winterfall, don't properly recall. Anyone else encounter this?

I haven't tried opening a ticket: queues on my realm seem to be very long :(

Had to kill 34 in order to get the 10 beads.... with all these exciting new quests since the shattering, it makes these boring, long, drawn-out quests even more long and drawn out!

1540 reputation just earned for completing this quest, this includes both reputation guild perks

Just got exalted. The Winterfall furbolgs continue to give reputation through revered. Also, the bead hand-ins now seem to give 2200 per hand in(as human).
Farmed the Winterfall guys to revered, then went to hand in.
and was left with about 270 beads.

Killed 28 furbolgs without a single quest item dropping. Next 10 furbolgs each dropped one... Go figure

[The Timbermaw tend to stay to themselves, <name>. While we do allow safe passage to those we trust, we try to avoid other furbolg tribes if at all possible.

The Winterfall tribe has become increasingly hostile towards us. They seem to be in a state of rage, completely engulfed by their own fear and hatred of anything they do not understand.

The Winterfall carry spirit beads, which have clearly failed to protect them against corruption. Bring me 10 of these beads to show you have thinned their ranks.]
