The drop rate on these feathers seems to be up from the Beta, however; keep an eye out for blue ones on the ground! Picking them up will speed up completion. Owls are everywhere, and have a relatively speedy respawn timer. ...as with most this in WoW these days.

And Skinners, don't forget to skin the owls! ;D

I had the entire area to myself and cleared out the entire area of owls only to get 4 feathers afterward. Your best bet is to just loot them from the ground instead of killing mobs.

Just in case we're not familiar with Hebrew chutzpah:

There's one feather on the floor per group of owls, and seeing as they're not aggressive it's easy to pick them up. Much quicker than killing owls for feathers if you've got 280% flying to go between groups.

Owl feathers make the boldest statement, and Fanny deserves nothing less. Tawny owls are native to the Highlands. Look for them circling near trees that grow along the cliffs, and take their feathers.
