All four NPCs needed to be spoken to can be found around the corpse of Ambassador Laurent.

Guy killed by something that leaves large teethmarks in him and is called Laurent. Twilight reference, anyone?

After completing this quest, there will run a bodyguard in and yell "Hide your vives! Hide your children! Zhey're killink everyvone up in he'ah!"

Sounds interestingly familiar... Bed intruder, possibly? "Hide your kids, hide your wife, hide your kids, hide your wife. And hide your husband, cuz they're raping everybody around here." At least most parts match ^^

If the NPCs are missing, fly out of the zone (AQ to the left is the fastest) and come back, the NPCs will respawn in. Being in a group also seems to phase them out.
