For some reason, this isn't dropping for my priest. :( I got it with no problems on my warlock but I've been killing everything around and haven't seen it now.

It dropped for me from one of the nagas after I'd completed the achievement for the zone and was running around farming azshara's veil. If people don't have it drop while completing the zone it probably requires some sort of prequest - probably the line involving Nespirah.

When I was here on my warlock the first time this didn't drop while doing the quest Caught Off-Guard.
This didn't drop on my second time through with my warrior either.
I just got this on the third time through with my shaman.
This seems to be like many other item quest starters such as: Water Logged Journal, Lady La-la's Necklace, and Kristoff Manheim in Hyjal. Where some characters can get it and others can't.

Just a response to shadedarken. I picked this quest up with my warrior, was a random drop from a npc.

What I am really here for is where do i turn it in @? No ? shows up on my map for that area using the new WoW quest tracking. Just telling me to return it to a npc with a name just not good enough. would be better to tel ya what village to go to not just search the whole sealand area til I find the lady.

this lady doesnt show up in Legions rest until you do the Nespirah quests up til you escape back to legions rest on the swift seahorse........ so dont be discouraged and throw the drop quest item out of your bags prematurely..........like i did>.<

I noticed this item in my bag long after completing the Nespirah chain, and in fact had completed part one of the Battlemaiden chain. I was able to turn it in to an NPC in the "under the southern terrace" area of the Ruins of Vashj'ir (see also: Admiral Dvorek).

If you take the quest from this item "late", just hold on to it. You'll come across someone to give it to eventually.

The quest showed up in my log, but did not show up on the map and there was no question mark on the minimap when I arrived at Legion's Rest. However, I was still able to turn the quest in there! It's a little buggy.

As of 4.0.6, is sitting inside Legion's Rest. Turned in the quest and got my Achievement. :D

I'd completed Vashj'ir but still didn't have the 140 quests completed. Even after all the vision/phase quests, this item dropped from the Naga sentries on the sea floor at the ruins under the collapsed bridge.

Yeah for some reason it wouldn't drop at all for my rogue, no matter how many of those things I've killed. Is it set up to where you can't find it after a certain chain is already done? If so then I guess I'm SOL. =(
