Kay, so I found him just where the in-game quest helper said he was. Tho it took me around 40 minutes to find him. Added a picture.

Just kill mob "Sultan Oogah" which is raiding on "Skarf". Will drop Staff, which then combine with quest item you got.
These mobs are just east of quest giver (near laders and two campfires).

For a little Shaman fun, you can Hex Skarf and Oogah will not dismount. He'll continue to wobble about on the frog, and happily let you kill him (at which point he'll fall off and be lootable as usual).

Could this quest possibly be any more vague? Felt like I was questing in Vashj'ir again!

He is at the above mentioned coordinates which is a small encampment with several bone ladders and a couple of tent-like bonfires which may make it easier to locate him from a distance. You fight him as well as the hyena and any other ooga-boogas around him in this small camp.

Thank you to all the folks who gave valuable information as to where to find him instead of just babbling nonsense. I was simply lost as to where to look for nearly 30 minutes so the coordinates were incredibly helpful.

Confirmed. found the sultan on the skarf just east of the quest giver. killed them both in like a second and got the staff. so now i can use the whole thing and not just the tip. yeah!

It is probably worth pointing out that killing a Mangy Hyena in the area led to the auto accept quest Do the World a Favor. So its probably worth killing a few Mangy Hyenas if you have not already acquired the quest Do the World a Favor.

Killed Skarf, waited maybe twelve or fifteen seconds, then Skarf spawned again with Oogah.

Took a screenshot of the pygmy camp on the ridge east/southeast of Obelisk of the Stars to give a visual idea for those without coordinates, but then I saw the screenshot already submitted and it was virtually identical to the one I took, even same height and angle.

Possibly in reference to just the tip? Either way, that's what I immediately thought of when I saw this quest title.

Also, if anyone is as stupid as me (unlikely), you actually have to right click and combine the two, not stand in front of Harrison and wonder aimlessly as to why there's no yellow question mark. /headdesk

To summarize: Go to 68, 31 and kill the Sultan on top of his little jackal mount, Skarf. If Skarf is there alone, just kill him and the pair should reappear together. You'll loot the staff from the Sultan, which you'll combine with the disc already in your bags.

Then, for those like me who killed the sultan, got the staff, and then stood there pondering what to do next, I'd like to point out that you click on the *disc* portion to combine the staff with the disc, not the staff. I kept trying to click on the staff portion, which didn't do anything. :P

Fun fact:
Unlike other mounted mobs, if you polymorph Skarf (the mount), the sultan will not dismount nor aggro, he will simply sit strangely sideways on the sheep's rear end and be unable to get any closer to you while you barrage him with various spells.
However, if you simply polymorph Skarf and leave them alone (and possibly aggro them in this state by presence, I'm not entirely certain), they will bug up and the sultan will simply vanish and Skarf will remain patrolling the area without a sultan on his back.

Can anybody help me? I see skarf around the camp site butthe sultan is not riding him.

This quest is buggy...here's how I did it. When you pick up the quest, go east a short way. There's a ridge with campfires. I saw Skarf the hyena, killed him, and then he respawned with Sultan Oogah riding him. However, because I was positioned funny, I aggro'd the Sultan/Skarf and another nearby hyena, so I ran. When I turned back around, Sultan Oogah was no longer riding Skarf. Had to kill Skarf again, and again, he respawned with the Sultan, and this time I killed them both, looted the Sultan for the staff, and then I was able to complete the quest.
