I got this quest from my Lashtail Hatchling after the hatchling found a skull on a Bloodscalp Warrior.

This quest is 100% drop from doing Deep Roots

My Raptor has the skull but when I go back to the camp there is no quest there, and the raptor doesnt give me one either.

In order to acquire and turn in this quest, one must:

Complete Spared from Madness.
Start Deep Roots.
Have Lashtail Raptor Egg Fragment in inventory.
Have Lashtail Hatchling present while standing in the Bal'lal Ruins.

When all these criteria have been met, approach the quest item object for Deep Roots and acquire Bloodscalp Lore Tablet. At this time you may notice your Lashtail Hatchling run up to a pile of skulls. After doing this, he will have a miniature skull "in" his mouth and Favored Skull will be available from your hatchling. If this is a low level quest, the "!" will not show up unless you have "Low Level Quests" turned on so be sure to click your hatchling to acquire the quest.

its fairly easy , once you have the egg(that u get from deep roots) you need to go to Bal'lal Ruins, wonder around with your pet, and suddenly it will go and bring the skull with him, after that just click the quest on the pet.
ive finished it yesterday after Northern Stranglethorn was the only achv that i didnt complete, now its done :))

If you din't pick the quest while doing and now wonders where it is located, it's at 33.37, in Bal'lal Ruins, by the Moon Over the Vale.

If you like me forgot to have your pet out when you did Deep Roots, thats ok. Complete the quest, then go back to Bal'al Ruins and the pet will still give you the quest.

I destroyed my Lashtail Raptor Egg Fragment while trying to make room, and ended up being stuck unable to pick up "Favored Skull".

I left the area and came back though, and upon dismounting and walking into Bal'lal Ruins from the coast to the west, the little Raptor reappeared and ran up to the Skull Pile and grabbed a skull, then offering me the quest!

So, if you are stuck here, give that a try! The Raptor will appear and you can grab the quest!
