This guy wont give me any quest! And I miss 3 out of 60 for the zone achievement. Any help on why this could be happening please?

Almost definitely a reference to the Pre-Shattering Chasing A-Me 01, which required a Mithril Casing made by an engineer and was fiendishly annoying to get, requiring a trek (If you were alliance in early vanilla) all the way over to Ironforge to grab one off of the Auction House. Even when AH's were instituted in all cities, a painfully long trek was necessary: to fly all the way up to Darnassus, which could take 15 minutes, each way.

Confirmed both the sapphire and ruby can be found at the coordinates shown on the Relevant Locations map. Note that these are items to be picked up and not drops!

Unless you went to a different school than I did, one only had to fly to Gadgetzan where enterprising people always had kept those stocked up in the Neutral AH for heavily inflated prices (of course). (Unless he meant immediately pre-Cata, which meant he was in pre-school when I graduated the zone, lol!)

NOTE: For those who didn't look a the map or use QH, even though there are two items visible to collect at the nearby pirate camp, once you collect one Bloodsail Sapphire they both vanish. Look at the above map to see the actual location of the Bloodsail Ruby.

You need to do The Holy Water of Clarity to unlock Primal Reagents of Power and Diffractory Chromascope.

A reference to classic quests which often required a trade item that was always the hardest item to obtain. Like that blunderbuss for the centaurs of Desolace!

[To properly identify this artifact, I will need tools for analysis. A diffractory chromascope should suffice, I think.

I already have the mithril casing, which surprisingly, is the hardest part to find. We simply need two other pieces: a ruby and a sapphire.

There's pirates nearby, just to our south, and a bit farther to the east. Pirates love treasure... why don't you see if you can find some gems for me?]
