Accepting this quest from either Laina or Matoclaw will cause the other npc to no longer offer it.

In case you're like me and became confused after seeing the other "!" on your minimap disappear and come here for answers.

The reason they did this was because after completing "Black Heart of Flame" people would run out of quests and not know what to do. People would then go back to the main group of quest giving NPC at Grove of Aessina and not find any more quests. Laina, who was supposed to give the next quest in the chain, was out of range and her ! was not visible on the minimap and people would start saying in general chat that they were stuck at 72 quests and didn't know where to go next.

I ended up going back to the "Image of Ysera", or whatever its called, at the shrine of Goldrinn and if you talk to her shes says some thing like "when you're done at Aessina that they will send you to your next destination" at this point I knew there had to be some quest in the area of Aessina that continued the chain and I found Laina after flying around that area looking for !.
